  7. So What Changed ? 1990’s National Intelligence Model (NIM) All UK Policing became intelligence led. Traffic Policing had to retain much and take on more Renewed role as Roads Policing Eyes and ears of UK Policing More proactive rather than reactive

  8. Advent of Technology 1999 – Project Spectrum – EU Funded. Automatic Number Plate Recognition (ANPR)introduced into UK Policing. A crime fighting tool with traffic process offshoot Increase effectiveness of officers at least ten fold.

  9. Advent of Technology ANPR used as a fixed or mobile tool Increase in enforcement technology helps to reduce the reliance on Roads Policing to enforce through officer intervention Increase in CCTV network Technology must enhance human intervention, not replace it

Case Study – Pc Sharon Beshenivsky Murder Bradford City Centre, West Yorkshire November 2005 Organised Crime Group from London travel 200 miles by road to commit robbery at Universal Express premises Origins of gang in Somalia Sharon, who was 38, responded to a call from the premises and was fatally shot Colleague also shot but survived

Transport Security in Europe As the EU grows, criminal organisations are ; - Exploiting increased freedom due to reduced / removed border controls Extending movements on the roads network into Eastern Europe from South America and Africa due to increased security at Airports Seeing no difference in offending by theft or robbery, the same criminal groups being involved.
