Architectural Review Committee cont’d The River Bank Woods HOA Covenants / Bylaws / Rules & Regulations require an application and approval process for exterior home improvements, and the approval becomes part of the unit file that Cardinal Management Group keeps for each home in River Bank Woods. Modifications/enhancements must be on file when you sell your home.  This has been the process even when Toll Brothers was the declarant-controlled Board of Directors.  The following is posted on the www.riverbankwoods.org home page and “Docs & Forms” page, and it has been in most River Bank Woods newsletters. "Catch Up and Plan Ahead" Please "Catch Up and Plan Ahead" for exterior home improvements. Please use the Architectural Standards to complete an Architectural Modification Request Application (AMRA) Anyone wishing to add or make changes to their property such as landscaping, decks, patios, storm doors, etc. must, along with obtaining all necessary permits, submit an AMRA prior to beginning any construction. • Applications are available via download (above or on www.riverbankwoods.org under "Documents") or by contacting Crishana Loritsch, Property Manager, Cardinal Management Group • Please submit completed applications to Teresa Bettac, Secretary, River Bank Woods, at 20667 Forest Overlook Court. • NOTE:  If you have made such improvements without getting an AMRA approved, please take this opportunity to seek approval.  Please catch up and, going forward, plan ahead.

River Bank Woods • 2006 Annual Budget • Thank you Crishana Loritsch and Samer Beidas, Treasurer • HOA member fees holding at $60 per month • Considered: • Reserve Study by Mason & Mason • Conducted in 2004 • Finalized in 2005 • Detailed financial review of 2005 • Operational actuals-to-date  planned 2006 expenses • Required 2006 assessment revenue against planned 2006 expenses • Financial modeling • Audit and Tax Services • Goldklang, Cavanaugh & Associates, P.C.

  9. Contracts / Community Services • Landscaping & Maintenance: J.D. Lawn Service • Snow Removal: Hunt Country Paving • Toll Brothers is no longer responsible for snow removal. • We have contracted with Hunt Country Paving. • We have set a 3” minimum before snow removal occurs - or our budget could get wiped out in a harsh winter. • Trash & Recycling: AAA Trash & Recycling • Please do not put your trash or recycling bin at the curb until the evening before pick-up day • Please remember that trash and recycling bins should not be in front of your house except on pick-up day! Please keep them garaged and out-of-site. Help keep our neighborhood looking great! • Insurance: Nationwide • Attorney on retainer: Todd Sinkins of Rees, Broome, & Diaz; to assist the RBW HOA BoD with the following, and as necessary: • Toll Brothers Bond Release • Architectural/Covenants violations • Review of bylaws, rules & regulations, guidelines, forms, documents, processes, policies & procedures

Toll Brothers Bond Release • Toll Brothers Bond Release items, process, and timeline - status and communication plan for remaining items via www.riverbankwoods.net and RBW e-mail distribution list • The bond release process is between Toll Brothers and Loudoun County / VDOT, but we (the River Bank Woods Homeowners Association (HOA) Board of Directors) want to be in-the-loop in order to communicate with you (the RBW homeowners and residents); and because once Toll Brothers is off bond (w/ Loudoun County / VDOT), the RBW HOA has responsibility for the common area assets, etc. • The bond release process covers everything from streets (& final street paving), curbs, gutters, driveway aprons (& final driveway paving), sidewalks, street trees, common area landscaping (including dead street tree replacement - and "re-replacement"), common area stabilization (seed & straw, not sod), street lights, street signs, monumentation (property pins), Tot Lots & Play Areas, Tree Save Areas, Brockman Farm Lane, Storm Water Management Pond, silt fencing removal, construction and storage trailer removal and clean-up, general clean-up, etc. • The RBW HOA BoD held the final walkthrough with Kathy Wilt, Toll Brothers contractor/consultant for bond release, on 11/1.  Toll Brothers has since addressed all bond release items from an HOA perspective (e.g., dead street trees and dead trees along Brockman Farm Lane have been replaced; "temporary utility box", located to the right of 20528 Mason Oak Court, in River Bank Woods Section II, has been addressed by the utility companies).  The RBW HOA has signed a letter of acceptance of common area ownership and maintenance from Toll Brothers. • Toll Brothers has received VDOT and County acceptance of River Bank Woods I and II.  At this time, Toll Brothers is waiting for the formality of VDOT street acceptance, which takes place in Richmond.  This process usually takes 1-2 months, and Toll Brothers hopes to hear back from VDOT within the next couple of weeks.  Once the formality takes place, we will see VDOT installing the road numbers on the streets within the RBW Sections I and II.  As for Loudoun County, once they are notified by VDOT that the roads are formally accepted, then the bond committee will approve the release of the performance bonds.

  11. Neighborhood Watch • Jina Ames, Director, River Bank Woods HOA Board of Directors, initiated the RBW Neighborhood Watch Program. • The first meeting was held on Tuesday, November 8, 2005.  Master Deputy Terry Davis of the Loudoun County Sheriff's Office, Crime Prevention Unit, met with the RBW HOA BoD and several homeowners to discuss the program & options and plan & organize.  We also discussed specific RBW safety & security issues/concerns.  As discussed at the meeting, a few vehicles parked on the streets and in driveways in River Bank Woods and Lowes Point were broken into in October/November.  It is best to keep your vehicles in your garage! • Neighborhood Watch Street Signs • Ordered, Delivered, Installed • UPDATE 1/19/06:  Jina Ames met with a VDOT representative to mark where the signs can be posted at each RBW entrance.  The RBW HOA BoD will get posts and have the signs installed properly at each VDOT-approved RBW entrance location. • UPDATE 2/27/06: The NW signs are up!! • Neighborhood Watch Block Captains • WANTED!: BLOCK CAPTAINS; to volunteer, please contact Jina Ames at director@riverbankwoods.net. • Neighborhood Watch Patrols • CURRENT: Informal patrol schedule • COMING SOON!: Formal patrol schedule
