The outcomes are as follows: • Outcome 1.1 • We will have minimised Gloucester’s contribution to climate changeand addressed the local consequences • Outcome 1.2 • The heritage of our natural and built environment is central to our quality of life and we take action year-on-year to protect, enhance and cherish it • Outcome 1.3 • The reduction of waste in Gloucester to a level that can be managed in a sustainable way

  4. Outcomes Cont. • Outcome 2.4 • There are high quality open spaces and built facilities for culture, recreation and leisure • Outcome 3.2 • Everyone has improved access to decent, warm and affordable homes • Partnership is why we are here, to deliver these together

Why? • The Stern Report indicated that society should now be spending between 1-2% of GDP on responding to climate change in order to avoid far larger costs in the future. • GEP Said • The NI186 Delivery Plan and work around NI188 are showing how difficult it is to secure the resources necessary at a local level to contribute to the national response. • Addressing this gap will be a key challenge for GP in terms of establishing more secure and long term resourcing streams able to support the carbon reduction and climate change adaptation activity that is required now and in the future.

  7. The Green EconomyA Fast Growing Economic Development • A global transition to a low carbon and sustainable economy can create large numbers of green jobs across many sectors of the economy, and indeed can become an engine of development.

The Growth in Green Markets‘The potential for further green job growth is tremendous’ (United Nations) • Environmental technologies—€1,000 billion at present, €2,200 billion by 2020. • Energy efficiency technologies: €450 billion at present, €900 billion by 2020 • Water supply/sanitation/water efficiency: €185 billion at present, €480 billion by 2020 • Sustainable transport: €180 billion at present; €360 billion by 2020. • * Estimations from United Nations Environmental Programme and German-based Roland Berger Strategy Consultants.

Achieved: • Reuse of all heat from brewing process • Reuse of most of the water it uses • Able to sell 3% more of its beer in the first half of last year, against an industry trend of falling beer sales. • It reported pre-tax profits of £882,000 for the six months to the end of June 2009. • “Because our business is much more energy efficient, we were able to hold our prices all of last year and that had a tremendous effect.”

  15. How was this achieved? • When the brewery facilities needed modernising, Adnams was determined not to take the short-term, initially cheaper option. • “...we took the view it would last for 20 years, and so we wanted lower running costs”. • Andy Wood, Adnams’ Managing Director.

Carbon Disclosure Project • Standard disclosure from local governments can help cities share best practice, manage risk, increase operational effectiveness and cost savings, attract investment, foster innovation and ultimately lead to safer, more prosperous cities. • London agreed to report carbon emissions data to CDP • Gloucester Partnership to Organise Gloucester Reporting on Carbon Emissions and Savings

Passivhaus for City Homes? • PassivHaus dwellings: • are the worlds leading standard in energy efficient construction • are designed and built using a step-by-step approach • use efficient components and a whole house ventilation system to achieve exceptionally low running costs • are comfortable, healthy and sustainable PassivHaus dwellings typically achieve an energy saving of 90% compared to existing housing.

  22. The way forward • Build on current industries and current resource • manufacturing, financial, hi-tech aviation, nuclear, tourism for heritage resource • Tackle current concerns • such as civic pride, fuel poverty and heating homes in a sustainable way, and crime in the key area
