ENERGY Nuclear • The National Nuclear Disaster Management Plan – developed and approved in Oct 2005. • Radioactive Waste Management Policy and Strategy – Policy approved and the drafting of statutes for new structures commenced 2006. • Physical security of nuclear installations – the planned revised Design Basis Threat Document for 2005/6 was not completed. New target date 2007/8.

POLICY INITIATIVES • Bills submitted by the Minister of Minerals and Energy during 2005/6 • The Minerals and Energy Laws Amendment Bill (ensuring all mining related rights are registered in the Mining Titles Registration Office in DME) • The Diamond Amendment Bill, The Precious Metals Bill and • The Diamond Second Amendment Bill (ensuring equitable and regular supply of rough diamonds to local beneficiators, establishment of the Precious Metals and Diamonds Regulator and the State Diamond Trader)

  10. POLICY INITIATIVES • The Electricity Regulation Bill ( provides for a new regulatory framework, provides the Minister with the responsibility for security of supply, provides the framework for the introduction of the Independent Power Producers (IPPs) to electricity generation.
