I-65 Clean Corridor Project • Multi-state project funded by U.S. DOE to create a clean biofuel corridor from Lake Michigan to Gulf of Mexico • E85 and B20 retail outlets along I-65 in Alabama • Biofuel equipment and conversions (tanks and pumps) • Installation and site prep • Signage • Biofuel marketing campaign

  3. Grants • 50% of purchase and installation costs of E85 and/or B20 refueling infrastructure • Up to $20,000 for E85 Infrastructure • Up to $20,000 for B20 Infrastructure • Up to $50,000 for Bio-Islands (E85 and B20 at same location)

  4. ACFC Marketing Support • Grant Opening Media Events • Editorial Board Visits • Local Talk Radio • Identify Local Fleets and AFV Owners • Provide Info Packets • Coordinate Signage along I-65 • Internet

  5. Applicant Eligibility • Commercial refueling facilities selling transportation fuels to the general public • Projects must be completed by August 31, 2008 • Sell biofuels and report on those sales through December 31, 2010 • Advertise biofuel availability and post appropriate signage on location

Application and Grant Process • Download Application and Guidelines from alabamacleancorridors.com • Complete application and submit to ADECA by October 15, 2007 • Applications will be evaluated by ADECA and ACFC • Applicants will notified of award or denial via email by November 1, 2007 • Awardees register with the Indiana Secretary of State’s Office ($30 filing fee) and complete NEPA documents

Grant Process, Cont. • Winning applications will be forwarded to the State of Indiana • Award letters and grant agreements (contracts) will be sent directly to awardees by the State of Indiana • Awardees will sign and return contracts to Indiana • Fully executed grant agreements will be issued by the State of Indiana by February 15, 2008

  8. Additional Requirements • National Environmental Policy Act (NEPA) Environmental Questionnaire • Include pictures of work site and surrounding area • Copies of necessary permits • Don’t leave anything blank • Start the process as soon as possible • Fuel Quality Certification • Reporting • Quarterly project progress reports detailing activities, budget and expenditures, amount of biofuels sold, and average price per gallon • Final Narrative Report due January 31, 2009 • Reports on fuel sales through January 31, 2010

Scoring Criteria • Application completeness to include two price quotes on equip & installation, proof of insurance, etc. • Ability to complete project within specified timeframe • Location of project site • Estimated annual sales • Marketing plan • Bio-Island • Conversion vs. new installation • Multiple location by single applicant

Timeline • October 15, 2007 - Application due to ADECA • November 1, 2007 - Award Notification • November 15, 2007- Grant agreements (contracts) will be sent directly to awardee by the State of Indiana • After execution by the awardee the contract will be sent back to the State of Indiana for review and signature. • February 15, 2008 -Anticipated completion of the review and signature phase of process. Signed grant agreements (contracts) will be issued by the State of Indiana. • April 15, 2008 – First quarterly report due • Quarterly reporting will continue through January 31, 2010 • August 31, 2008 – Project must be completed andclaim vouchers submitted for reimbursement • December 31, 2010 – Final sales reported through this date
