  2. ACWI Meeting—August 19 • OWDI presentation by Anne Castle, Kevin Gallagher, Nate Booth • ACWI voted unanimously to revitalize and charge the Subcommittee on Spatial Water Data to scope and design a national Open Water Data Infrastructure Subcommittee on Spatial Water Data

Open Water Data Vision • Foundational National Data Sets with Data Services to support a wide variety of water user applications • Water data metadata, web services and a community accessible on the Federal Geospatial Platform • Access to integrated real-time monitoring data • Data Assimilation for a National Modeling capability • Water Maps and other Derivative Products that integrate geospatial & water observations • Such as: current conditions, precipitation estimates, reservoir storage • Marketplace of open source applications (models, data visualizations, etc.) built upon Open Water Web Services

Proposal • We are proposing an Open Water Data Initiative that will: • integrate currently fragmented water information into a connected, national water data framework • leverage existing shared infrastructure and tools to provide a platform for innovation, modeling, and data sharing and solution development. • capitalize on cross-government interest in big data, IT innovation, Open Data, Data.gov, etc. • Build on the ground-breaking work of the FGDC, OGC, IWRSS, CUASI, ACWI, and others.

Subcommittee on Spatial Water Data (SSWD) Meeting 8/28/14 • 42 attendees • Presentation of OWDI concepts, charge from ACWI and FGDC • Membership • Federal Agencies well represented • Several organizations still missing • Continuing to seek key participants • Will organize around use cases to define requirements for OWDI • Small organizational group to coordinate the larger SSWD • Full subcommittee to meet monthly Subcommittee on Spatial Water Data

Use Case Concepts • Define use cases that respond to societal needs and cover broad range of water resources sectors • Identify critical data inputs —focus on these first • Divide and conquer—separate teams will address each use case in parallel • Measure progress and identify commonalities Subcommittee on Spatial Water Data

Initial Use-case Proposals • National Flood Interoperability Experiment (NFIE) – flood and inundation information at high spatial/temporal resolutions) • Integrated Water Portfolio –comprehensive water resources management decision support system • Chemical Spill Response – event driven water quality information needs Subcommittee on Spatial Water Data

Next Steps: • Next meeting: Sep 26, 1-3 PM Eastern • Settle on priority use cases • Assign teams to develop use cases • October meeting • Compare use case data needs, identify overlaps • Assign teams to develop solution space (e.g. existing systems and services) for data service requirements Subcommittee on Spatial Water Data

  11. 3D Elevation Program (3DEP) Applies ground- breaking lidar technology to acquire and distribute 3D data of surface elevations and natural and constructed features Addresses a broad range of critical applications of national significance 3DEP increases the quality of lidar being acquired to enable more accurate understanding, modeling, and prediction A partnership program with funding from Federal agencies, states, local governments, tribes, and other stakeholders Based on the National Enhanced Elevation Assessment that documented 602 mission-critical requirements from 34 Federal agencies, 50 states and a sampling of local governments, tribes, and other organizations A call to the community to increase the overall investment in 3D data from about $50 M to $146 M annually to return more than $690 million annually in new benefits Goal to acquire national coverage in 8 years Leverage the capability of private industry mapping firms, create jobs in the short-term and long-term

  16. 3DEP Data Partnerships Broad Agency Announcement (BAA) As follow-up to the President’s announcement, the USGS issued a BAA that provides information on how to partner with the USGS and other Federal agencies to acquire 3D data Information and contacts are now available at FedBizOps website Offerors may contribute funds toward a USGS lidar data acquisition activity via the Geospatial Products and Services Contracts or they may request 3DEP funds toward a lidar data acquisition activity where the requesting partner is the acquiring authority Federal agencies, state and local governments, tribes, academic institutions and the private sector are eligible to submit pre-proposals FEMA and NRCS are contributing funds to the BAA FY15 funding is not yet determined but the President’s budget shows a $5M increase for 3DEP Coordination and partnerships under the BAA is a potential topic for NGAC

Federal Roundtable Meeting – September 16 Emerging Lidar Technology • Photon counting/Geiger mode lidar systems developed primarily for the Defense applications allow for high-resolution data acquisition at higher sensor altitudes, and may eventually decrease acquisition costs for 3DEP • Roundtable co-sponsored by 3DEP Executive Forum, the Civil Applications Committee and the White House Office of Science and Technology Policy • Share lessons learned in the Federal defense/intel communities and explore how they may apply to Federal civilian applications • Determine next steps for commercialization of emerging technology for use in 3DEP and its full range of stakeholder applications • Develop ongoing coordination to promote the advancement of new technology • Another potential topic for NGAC
