EUCP response to the floods in Bulgaria (February 2012) 4 Situation overview 1 • SITUATION: Following heavy rains, dams have burst in the province of Haskovo (tinted yellow in the map) in SE Bulgaria. The following points of interest are shown with the correspoding numbers in the map; in the following page a satellite photo of each place is shown. • The villages of Biser and Leshnikovo have been flooded when the Ivanovo water reservoir burst. 9 people died as a result. • The dam of Ivaylovgrad overflowed yesterday at 10:00, with 100 m^3/sec. • The dam of Studen Kladenets is nearing overflow • River Tunja, passing through Elkhovo, is nearing overflow, being at 154 cm (critical level 290cm). • Source: ECHO Ivanovo Leshnikovo 3 2

  16. Dams overflowing and water levels on increase • Temperatures expected to remain low (-20°C) for a few days and then increasing • National authorities in alert and trying to cope with the situation

The Request for assistance • On 7 february Bulgaria made a request for assistance to Participating States (PS) via CECIS: • 80,000 sandbags • 50 winterized family tents • 2,000 m2 of geotextile • Revised to 260,000 sandbags and 20 winterised tents • A request for 50 air dryers to dry out homes came at a later stage

EUCP Mechanism response • Within a few hours several Participating States offered assistance: • BE: 80.000 sandbags • IT: 20 winterized tents (for 8 people each with lighting systems and 20 heaters) • HU: 100.000 sandbags • PL: 80.000 sandbags and 2200m2 of geotextile • RO: 80.000 sandbags • Bulgaria accepted the offers from BE (sandbags), HU (sandbags), IT (tents), and PL (geotextile, but not sandbags) and RO (sandbags).

New Legislative Proposal • Emergency Response Centre (ERC) • Develop the MIC/ERC into a genuine 24/7 response centre • Links also with HA authorities to provide the full picture • Planning of operations (adding pre-planned ‘layer’) • Shift from ad hoc to pre-planned, pre-arranged and predictable system • European Emergency Response Capacity (Voluntary Pool) • Contingency planning (incl. scenarios, mapping of assets) • Quality requirements for the Pool; trainings/exercises • Continuing ad hoc assistance (CP as it works today) • Increased EU co-financing rates for transport (up to 85%) • Revised conditionality for transport funding (incl. conformity to verified needs on the ground) • Streamlined / simplified procedures

Expected outcomes • Greater focus on quality • e.g., certification of modules for the pool • Greater focus on needs-based approach • linking transport funding to verified needs • Greater focus on predictability • Voluntary pool – can predict/know what will be available when needed • can rely on/plan/train this ‘nucleus of assets’ • Greater focus on cost-effectiveness • better coordination/complementarities • better logistics/pooling of transport • economies of scale, local procurement
