  2. Who Is AAMVA? • State-based non-profit association • Represent motor vehicle administrators and senior law enforcement officials throughout North America • Recognized experts in driver credentialing, motor vehicle operation, and highway safety enforcement

  3. Acceptable Verifiable Resource List • First fruits of AAMVA UID strategy • List of acceptable verifiable ID resources • Uniform, minimum requirements for jurisdictions • Federal, state, local, foreign issuing sources • Accurately verify identification information

  4. Vital Record Identity Resources • State/local government-issued birth certificate • legal name, date of birth, legal presence • Marriage certificate • legal name, signature • Court order for name/gender change, adoption, divorce • legal name

  5. AAMVA/FMCSA Fraud Detection & Prevention Initiative • Fraudulent document recognition • Secure emergency warning systems • Online DL/ID verification system • Digitized image exchange • Online verification of identification resources

  6. Partnership with NAPHSIS • Established relationships with state agencies • Single point of contact for AAMVA • Provide commonality across unique state characteristics • Understand state laws governing vital records access/use

  7. AAMVA + NAPHSIS: Combat Identity Fraud • Employ NAPHSIS’ Electronic Verification of Vital Events (EVVE) system to provide motor vehicle agencies with online ability to verify identity information on birth certificates with issuing vital records agencies

  8. EVVER will… • Verify information on birth certificate with issuing vital records agency: • Name (First, Last) • Date of Birth • State of Birth • Date Recorded • State File Number* • Indicate if person is shown as deceased

  9. EVVER will not… • Validate birth certificate is genuine • Verify identity of applicant • Verify non-U.S. birth certificates

  12. Current Status • Pilot jurisdictions (MVA and VRA): • Iowa • Minnesota • Iowa began pilot operation in mid-May • Minnesota to begin testing in late May

  13. Next Steps • Conduct pilot program for 6+ months • Final recommendations to FMCSA • End of pilot • Expand nationwide • 16 jurisdictions in 2005
