T&E 2025 Industry Forum • Future Army Training and Education Capabilities • Future Army Training and Education Capabilities • Panelists will discuss current execution of the Army Learning Model; the future of Army Training and Education; and TRADOC’s Mobile Initiative. They will also discuss how the Army is leveraging technology as an enabler to deliver content to Soldiers at the point of need and the science and technology gaps that industry may help to address. 2

T&E 2025 Industry Forum Agenda • The Army Learning Model (ALM) • Current Status: • Implementation is in Phase II of three phase plan • Ph II - leverage pilot programs to test key concepts; share best practices; build strategic buy-in; and establish initial operating capability (IOC) • Ph III focuses on sustainment of ALM through adapted programs of record to achieve full operating capability (FOC) • CG, TRADOC focus for implementation: • Resourcing - models, policy, & practices • Instructional Design Capacity and Innovation • Information Technology - infrastructure and access to networked learning content • Workforce - skills development and personnel management to align with ALM principles and practices • Panel Topic: • TRADOC G3/5/7: Mr. Russ Cloy • Theme: Introduce the audience to what the Army is doing now (the Army Learning Model) and how it frames what we do next. • ALM is an Army imperative and current effort to change the approach to individual learning through a comprehensive shift to 21st Century competencies mapped across learning domains and measured across a career-long learning continuum • ALM leverages outcomes to focus tasks; instructional strategies to determine best methods and delivery; expert facilitators to engage learners in residence and Distributed Learning (DL), and mobile technologies to support the learner at the point of need for a more credible, rigorous and relevant learning experience Future for Training and Education: • Future T&E Capabilities to: . • Synch individual learning events with position requirements independent of Soldier location • Develop, manage, store, & deliver digitized learning content worldwide • Provide on-demand Soldier initiated access to relevant learning content and instruction  • Empower rapid development, update, & sharing of digitized learning content by in-house workforce • Measure relevance of learning outcomes & rapidly adapt to Operational Army needs • Tailor learning to Soldiers’ experience & knowledge level • ALM does NOT focus on any particular technology • The Army Learning Model focuses on opportunities presented by dynamic virtual environments, by on-line gaming, and by mobile learning • Currently oriented primarily on transforming individual Soldier and leader learning in initial military training, professional military education, and functional courses • The next iteration of the concept carries forward the adaptive, learner-centric and career-long approach and merges individual and collective learning (to be discussed by COL Trossen) • . 6

Summary of the Army Learning Concept for Training and Education 2020-2040 (Draft) Given the operational environment, the Army must improve learning The Military Problem: How does the Army create a learning environment that develops trained, agile, and adaptive leaders, Soldiers, and Army Civilians with the attributes and competencies to generate and sustain trained and capable organizations and units? Central Idea: Adaptive and Continuous Learning Continue a Service-wide campaign to retain and adapt lessons learned to the increasingly competitive security environment. Blend learner-centric training and education with experience to refine capabilities. T&E 2025 Industry Forum Agenda • TRADOC Capability Manager Mobile Panel Topic: TCM Mobile, LTC Kyle Reichle Theme: Introduce TRADOC’s Mobile Initiative • Current Status: • Established TRADOC Project Office (TPO) Mobile AUG13 to provide common direction and address complex issues surrounding the implementation of a TRADOC near-term mobile solution. • Conducted a Limited Use Test (LUT) of five Windows 7 based convertibles or tablets. Recommendation was for Common Access Card-enabled, Non-classified Internet Protocol Router Network (NIPRNet) accessible, Army Gold Master (AGM) Windows-based mobile devices with physical keyboards. • Installing wireless infrastructure at Centers of Excellence (COEs) and Schools. • Conducted evaluation to assess the ability of mobile devices to support serious gaming and simulations including VBS2 and VBS3. • Establishing a TRADOC Capability Manager (TCM) Mobile to address threshold and objective requirements.. • . Future for Training and Education: • Future T&E Capabilities: • Provide network infrastructure and pervasive wireless connectivity in support of a dynamic learning environment. • TRADOC content delivered to the classroom and to the tactical edge, on demand anytime, anywhere in a fully mobile environment. • BYOAD devices fully functional in a joint environment with full interoperability and access to all forms of content at any security level. • Full virtual human interaction on mobile devices with access capability to any data source both military, interagency, intergovernmental, educational, and social. • Capability for full gaming and simulation on all mobile devices. • TCM Mobile fully functional and serves as the TRADOC central lead to provide governance and common direction associated with the implementation and management of the TRADOC mobile capability. • TRADOC COEs and Schools, to include the Army Reserve and National Guard, have fully capable Wi-Fi NIPR campuses. • TRADOC transitions to Bring Your Own Approved Device (BYOAD) solution providing secure and persistent access to relevant, tailored, and engaging learning experiences through a career-long continuum of learning that is not location-dependant, but accessed at the point of need. • Fully functional APPs workflow capability; physically dispersed development and logically centric certification supported by a TRADOC APPs Marketplace. • Seamless reach-back capability to TRADOC content via BYOAD device. 15

T&E 2025 Industry Forum Agenda • TRADOC Capability Manager Mobile PROBLEM STATEMENT: Army learning institutions require the right technologies, network infrastructure and content / applications to achieve the Commander’s Army Learning Model (ALM) vision, to include near term solutions to policy, network and mobile device requirements. • 2012 Institutional Education and Training Reforms Study (Braverman) • “Implement ALM including increasing network access by mobile devices, improving ability of training developers to build multimedia training products and increasing quality of DL Products” • “Network infrastructure, information assurance policies and rapid media production requirements are not in sync with ALM implementation” Adding discipline to the process! TRADOC established the TRADOCProject Office (TPO) Mobile in August 2013 to direct this effort, with the appropriate authorities and technical expertise to provide common direction, and navigate complex problems/issues to operationalize mobile learning in support of ALM. 16

T&E 2025 Industry Forum Agenda Army Training Information System • Current Status: • Army Training Information System (ATIS) is a discrete set of information resources (hardware, software, and infrastructure) specifically organized for the collection, processing, maintenance, use, sharing, dissemination, and/or disposition of training information. ATIS leverages persistent technologies to optimize adaptive learning strategies that enable Commanders, Commandants, Soldiers, Leaders, and Civilians to plan, prepare, execute, and assess training, education, and leader development across the operational, institutional, and self-development training domains.
