  2. Purpose and classification of RSOOs What is PASO? (Pacific Aviation Safety Office) • An International Organisation created by an International Treaty. “Pacific Islands Civil Aviation Safety & Security Treaty” (PICASST), • Controlled by a Council made up of delegates from each member States and managed by a permanent staff. • Headquarters located in Port Vila, Vanuatu. • States pay an annual subscription and costs of regulatory services are recovered through fees charged on a non-profit basis. • Member States are signatories to the PICASST • 13 PASO member states plus observers. Purpose and classification of RSOOs PASO OBJECTIVES • Address fundamental problems of compliance with international civil aviation standards by Pacific Island Countries (PIC), as identified by ICAO audits. • Improve aviation safety and security in PIC’s.. • Work closely with stakeholders to achieve an effective safety and security partnership in the Pacific. • Aims to provide the most cost effective solution to a problem faced equally by many countries of the Pacific Region. • Pool regional expertise together to provide the services from one centralised agency. Purpose and classification of RSOOs PASO undertakes regulatory advisory services on behalf of member States covering: • Airworthiness • Flight operations • Airports/Aerodromes • Aviation Security • Personnel licensing • Accident Investigation. PASO facilitates when requested by states who may not be able to get assistance from traditional partners. • Daily and weekly advice over the phone or email relating to a number of technical issues faced by states Project title (Insert, Header & Footer)

Purpose and classification of RSOOs Fundamental task is to provide regulatory safety and security oversight advice to States, (advisory service to Ministries and CAA’s) • States maintain their international responsibilities and sovereignty. • ICAO’s Doc 9734 State’s Safety Oversight System is the basis of PASO. • PASO also provides advice to industry to assist with technical/regulatory problems . Purpose and classification of RSOOs STATES WORKPLANS • PASO prepares States workplans in close cooperation with the states CAA’s. • Work plans implemented based on an agreed schedule with the state. • Consultation by states and industry vital in preparing workplans. • Work plans include airworthiness, flight ops, security, aerodromes, surveillance, education and other technical areas. • PASO works with states to ensure workplans are paid for and carried out. • PASO assists with states ICAO USAP and USOAP audits and forms part of the states workplan.   8. Purpose and classification of RSOOs • PASO has entered into a number of Technical Agreements with larger more established states to provide additional capacity when required. PASO has in place Agreements with; • New Zealand, • Australia, • Fiji and • Papua New Guinea. • For the provision of inspectors to supplement PASO capacity. • These Agreements provide certainty to states that technical advice and assistance will be available in the areas that PASO is not currently undertaking. • The Agreements have been utilized successfully in a number of PASO states.
