The importance of social and cultural activities in the development of railway stations • Social and cultural activity in form of recreational and entertaining measures may increase the interest of the citizens to railway stations and accordingly increase their attendance level and commercial attraction. These kind of activities are applied in the general world development of railway stations, namely: • Transformation of traditional railway stations into terminals, which not only provide all necessary transport services to passengers, but also act as a business, shopping and recreational centre (railway stations in Berlin, Seoul, Beijing, Cambridge etc.) • Railway stations are more and more fulfilling a representative and image function for the city. Their main objective includes the following: to develop the infrastructure of the city; to improve the transport accessibility; to eliminate the conflict between the transport and environment; to increase the life quality of the urban population.

Social help on railway stations of Russia on the example of the OAO “RZD” • 1. Main recipients of social help: • Citizens on railway stations, which encounter a difficult situation. • Neglected children and street children. • Children at social risk. • Families with children at social risk. • 2. Content of social help: • Help in purchasing of tickets to the destination point. • Consultation help: informing the citizens about state authorities, governmental and non-governmental organizations, which can provide necessary social help. • Additional possibility on contacting home or any other place for receiving help. • Emergency help for children and families with children on the railway station, encountering a difficult situation: including providing temporary shelter, food, security, redirecting to institutions on social rehabilitation, consultation etc.

Main social partners: • Central and local authorities. • Specialized governmental institutions and organizations. • Non-commercial organizations on solving of social problems. • Volunteers, volunteer unions. • 4. Coordination level with social partners: • Support of separate initiatives.For example, installing alms baskets, placing advertisements on search for missing children etc. • Cooperation on the performance of common projects. Presumes a regular interaction on different questions (for example, on searching of missing children, providing help for children). • Strategic cooperation.Is long term and is generally performed according to signed agreements on social partnership and in form of social projects and programs, supposes a collaboration on different questions and pursues significant social purposes.

Together with the charitable foundation “Spread the wings!” • Organization of New Year celebrations for children in the buildings of the Kiyevsky and Kazansky railway stations in 2010-2012. • Organization of a charitable performance of the children chorus “Spring voices” on the Kazansky railway station in 2011-2013. • Organization of a children’s playground for passengers with children on the Kazansky railway station in the pre-New Year period in 2011. • Installation of alms baskets for helping orphaned children and placing of informational materials in support of participation in charity. • Opening of a Service on social help for children and families with minor children on the Kazansky railway station.

Plan of measures on the direction of social activity on railway stations • It is planned to open a second Service on social help for children and families with minor children on the Belorussky railway station in the beginning of the IV quarter of 2013. The following measures are carried out at the moment: • preparation of the facilities for the disposition of the Service; • staff training. • Performance of public events: • New year events for children; • yearly charity concerts with the participation of the children chorus “Spring voices”. • Events in the art centre on the Rizhsky railway station: • school for foster parents; • round tables on social subjects; • measures for children from orphan asylums.
The development experience of social and cultural activities on railway stations in Russia • Exhibitions and concerts on railway stations are an old tradition, originating from the middle of the 19th century, when the railway complexes were not only objects of transportation meaning, but also centers of an active social and economical life of the cities, fulfilling a cultural and educational mission. • Music evenings on the Pavlovsky railway station represented the first constant concert institutions. Best musicians were playing in its concert hall, Johann Strauss have directed there for many years. • The voice of Feodor Chaliapin could be heard in his days in the building of the Kazansky railway station. • Railway pavilions of Petersburg were not only the places for meeting and seeing off the arriving and departing people, but also served as concert halls and exhibition centers. • The Yekateringofsky railway station has become the first summer concert institution of Petersburg.

The development experience of social and cultural activities on railway stations in Russia • According to the Conception of effective use and development of the railway stations, accepted by the Direction of railway stations, the branch of the OAO “RZD”, up to the year 2015, measures on social and cultural aspects are performed on railway stations in Russia. • A gallery of the folk artist of the Russian Federation Dmitriy Belyukin was opened in 2010 on the Kazansky railway station. • In May 2011 the State chamber orchestra “Virtuosos of Moscow” under the direction of Vladimir Spivakov was performing on the railway platform of the Kiyevsky railway station with young opera singers within the Art festival “Cherry forest”. • In July 2012 a portable photo exhibition “The history of RZD is the history of Russia” was opened on the Kazansky railway station (Moscow), which afterwards has visited railway stations in the cities of Rostov-on-Don and Saratov. • In October 2012 weekly concerts “Music railway station” were performed on the Vitebsky railway station in St. Petersburg.
VAUXHALL PROJECT Art is an area, created for the performance of culture and communication measures The task of the project is to return the railway stations the status of the landmark of Russia. The priority of the activity of railway complexes is the provision of comfort for passengers. That is why the Conception of effective use of railway stations foresees a cultural and educational mission. The target of the project is to organize a beneficent environment for the awareness, education and creativity of young people and families; the education of the young generation on patriotic and cultural-historical traditions. This centre will operate as an art platform, as well as a facility for different cultural and educational events.
The activities of the Vauxhallproject include the performance of the following: • exhibitions -from paintings and photos up to sculptures; • events, e.g. topic lections, seminars, dedicated to art and culture; • master classes/lessonson drawing, sculpturing and playing music instruments; • preview of festival movies; • educational programs for the whole family; • fashion shows; • art song evenings.

Development plans of the Vauxhall project • The development of the Vauxhall project and the opening of art centers on railway stations in large regions of Russia: • organization of culture and communication events on railway stations of local Directions. • Further organization of culture and communication events in the art centre on the Rizhsky railway station of the city of Moscow. • Involving more squares in front of the railway stations for placing of roll-ups with topic exhibitions.
