  34. Calculation (2) (Monthly rent of the comparable replacement property plus utilities) minus (Base monthly rent at the displacement dwelling) times 42 equals (Maximum rental assistance payment)

  35. Replacement Housing Payments Payment to eligible 180-day homeowner occupant. May not exceed $22,500. • Price differential • Mortgage interest differential payment • Incidental expenses

  36. Price Differential Payment …provides the displaced person with the financial assistance to purchase and occupy a comparable replacement site and dwelling without involuntarily incurring additional expense.

  39. Additional Items to Consider • Adjustments for major exterior attributes • Adjustments for mixed-use properties • Changes in just compensation

  40. Mortgage Interest Differential Payment The MIDP is the amount, which reduces the mortgage balance on a new mortgage to an amount, which could be amortized with the same monthly payment as the mortgage on the displacement dwelling.

  41. Incidental Expenses … are the necessary and reasonable costs actually incurred by the displaced person incident to the purchase of a replacement dwelling, and customarily paid by the buyer.

  42. Mobile Home “… includes manufactured homes and recreational vehicles used as residences.”

  43. HLR Whenever a project cannot proceed on a timely basis because comparable replacement dwellings are not available within the monetary limits for owners or tenants, the agency must provide additional or alternative assistance under housing of last resort.
