  2. History... • Learning Disability Partnership Board.... Money agreed to pay for a Black & Minority Ethnic Learning Disability Worker until November 2010, It has been agreed that I can now work an extra 5 months on this, until March 2011. • I have been working in this job for 10 months.

  3. Findings so far Development vs OutreachOver the last 10 months, I have been doing more work out in the communities. The Black and Minority Ethnic communities have many needs and unless I helped to break some of these issues down, I would not get the chance make changes.

  4. The Black and Minority Ethnic Learning Disabled people I have found within the County Council also needed a great deal of 1-1 support, as they were unhappy with the lack of services they got.

  5. Information on Learning Disabilities in BME Communities • I have found that many cultural, religious and social issues are affecting me giving out learning disability information.

  6. For example, some religions consider being 'disabled' to be a punishment. • Also, women from some cultures do not feel able to talk about problems relating to them if a man is present.

  7. Also, families felt services didn’t have cultural knowledge, and that they expected people from BME families with a person with Learning Disabilities to 'fit in' with services already available because that’s what works.

  8. Barriers to access minorities can include: • Cultural barriers – minorities often have different views from that of the non-minority community, that is just not asked about or remembered in day to day services.

  9. Language barriers – some information and words are not easily translatable, and many communities do not want local translators or are unable to read their own language because of their lack of education.

  10. I know • Practical barriers – information on services available often reaches those that already know and those that can already speak English.

  11. Barriers to access minorities can include: • Simple beliefs – some Ethnic Minorities are suspicious of ‘official’ services e.g. the Police, Doctors, and Local Authorities, and they prefer those service support in their own setting.

  12. Other barriers: The fear of losing their loved ones because they think social services are going to take them away. As it has happened to a few of them in the past and it took a long time to fight to get them back, so they don’t get involved in services.

  13. Emergency support particularly when the carer is ill • Within the Black and Minority Ethnic communities, they feel that the services don’t deal with the family carers at all.

  14. Every family home I have visited all ask the same thing, what is going to happen when I die?As when they have fallen ill in the past there has been no help within the system.

  15. Emergency Respite has also not worked well, so many families have chosen to use their families which adds stress and pressure to the whole family.

  16. Comments & Suggestions • What I have recognised is that, although there are many BME organisations in Northamptonshire, some are gate keepers, and if Health or Social Care is not important for them,They will feed that information to their communities when they feel like it.

  17. There has also been such a lot of support and learning needed from these organisations over longer periods of time than hoped. Which needs to come from all organisations that work within the Learning Disability Services.

  18. Finally • The next 5 months of work will be working on other projects, therefore, a lot of this work will be put to the side, unless services get a better understanding and get involved with the Black and Minority Ethnic communities more, and more funding is agreed to continue what has been started and suggested from my report.

  19. The main things I will be working on in the next 5 months are: • Targeted Polish events • Targeted Bangladeshi support programmes • Remaining identification of adults in NCC • Development of a cultural awareness programme • Outreach programme with other services like GP’s
