History of Handbook • 1990 - 1993 Development (facility only) • 1993 - draft, Chapters 1 - 8 • 1994 - 1997, R&D Development • January 1998 - release • 2003 - attempt to eliminate • March 2004 - 1st R&D Electrical Safety Meeting/Workshop • April 2004 - Edit to Handbook due • December 2004 - Revised handbook, added excavation • March 2005 - 2nd R&D Electrical Safety Meeting/Workshop • March 2006 - 3rd R&D Electrical Safety Meeting/Workshop • July 2007 - 1st Joint DOE Electrical Safety Workshop

History of Handbook – cont. • October 2008 - revision finalized • January 1, 2009 – was submitted to DOE • Back to the drawing board • 2010 - revised Electrical Safety Handbook, 2 new chapters • Added equipment approval and hazard classification • 2010 – 2013 editing, code referencing, reorganization, REVCOM • 2013 published, two new EFCOG chapter pushed to appendices, controversial (it took 6 years to revise) • 2016 EFCOG working group, plan how to proceed • 2018 EFCOG – this update

  7. 2016 Working Group Goal • To eliminate code repetition • eliminate sections that are a repeat of existing codes and standards (NEC, 70E, NESC) • this shifts the focus to an R&D handbook • Reorder the handbook to include all material in main body, in a manner that flows • To brainstorm new sections • To consider options for a path forward for publication

Elimination criteria • Material fully covered by existing code (e.g., NEC, NESC) • ELIMINATE • Material covered by existing code, but has unique challenges at DOE sites (e.g., maintenance, excavation) • Revise and keep • Material covered by existing code, but integrates with R&D material (e.g., AC hazard classification) • Integrate and keep • Material unique to handbook (e.g., equipment approval, hazard classification, etc.) • KEEP - This is about 80% or more of the material
