Combating Terrorism Working Group Mission To provide a forum for subject matter experts to educate policy-makers through publications and memoranda; to conduct research on all aspects of terrorism; provide prognosis and recommendations; to develop courses and teaching aids for universities and executive-level management; and, to interface with other Consortium groups addressing related issues. The study group intends to enhance information exchange and cooperation between EAPC members, discuss the prevention of terrorism and consequence management, examine legal issues surrounding the GWOT, discuss the roles of non-government, private, and international organizations in the GWOT, discuss means to avoid politicizing GWOT, discuss the psychology of terrorism, and evaluate current threats. Combating Terrorism Working GroupFirst Meeting of Newly Established GroupWest Point, New York—September, 2003 Combating Terrorism Working Group (CTWG) members from fourteen different PfP and NATO countries met at a conference at the United States Military Academy at West Point on 16-17 September. The conference, sponsored by the PfP Consortium and West Point's Combating Terrorism Center, was the third in a series of quarterly CTWG conferences which have convened previously in Garmisch, Germany and Tashkent, Uzbekistan. The West Point conference was particularly important because several new members to the group were introduced. Combating Terrorism Working Group

Combating Terrorism Working GroupIntroduction of Guest Speakers • Mr. Rein Tammsaar from Estonia—Mr. Tammsaar is an analyst in the Policy Planning Division and Estonia’s Ministry of Foreign Affairs • Ms. Lucia Vreja from Romania—Ms. Vreja is an analyst and advisor on terrorism and other security matters at the Institute for Political Studies of Defense and Military History Combating Terrorism Working Group
