  2. Patriot Act • Ten Sections covering a variety of areas, including banking, money laundering, surveillance, border protection, victims’ support, information sharing within the infrastructure and the strengthening of criminal laws against terrorism.

  3. Terrorism: • Act divides definition into two parts • Foreign • Domestic

Terrorism: • Domestic • “the term `domestic terrorism' means activities…[that ] involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State; appear to be intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and occur primarily within the territorial jurisdiction of the United States.

  5. INTEREST GROUPS • ACLU  The American Civil Liberties Union is a U.S non-profit organization. • The ACLU is against Patriotic act because they think the act is undemocratic • They also think that the act is harmful to privacy and democracy

INTEREST GROUPS • The ACLU says that “vastly expand[s] the government's authority to spy on its own citizens, while simultaneously reducing checks and balances on those powers like judicial oversight, public accountability, and the ability to challenge government searches in court.” • The union also thinks that the act is the boost in domestic spying powers that the act gives to intelligence and law enforcement agencies. • They say the act might stifle free speech

  7. INTEREST GROUPS • CATO Founded in 1977, The Cato Institute is a public policy research organization. • Strongly opposes the Patriot act due to many reasons

  8. MAIN PROBLEMS THAT CRITICS ARGUE ABOUT: • More protection of personal rights • First Amendment; speech • 4th, 5th, and 6th criminal procedures • Computer Trespass • Policy and Procedure

  10. Supporters say… • Provisions are needed • The provisions are “crucial part of U.S. efforts against terrorism.” • Some of the controversial aspects were powers that law enforcement already had.

  11. Supporters say… • Work together to address crime and terrorism • Maintain free speech and inquiry • Hold forth on our constitutional protections • Import that sensibility of constitutional protections and due process into internal policies and procedures
