  3. Energy Efficiency Portfolio (EEPs) EEPs was created through legislation and provides for incentives in the form of rebates for ComEd and/or Ameren Illinois utility customers. EEPs is designed to encourage those customers to purchase and install high efficiency electric equipment and systems to reduce electricity use and demand. Public Benefit Funds from ComEd & Ameren Illinois Electric utility customer’s rider on electric bill effective June 1, 2008

Energy Efficiency Portfolio • Provides cash rebates or incentives for installing electric efficient equipment. • Sets goals of 0.2% reduction in annual electricity load, rising to 2.0% by 2015 and beyond • Utilities administer 75% of programs - Residential and Commercial • DCEO administers 25% - Public and Low Income • Electricity programs began June 2008 • EEPs information: www.ileeps.org • Natural Gas programs begin after June 2011

  10. Illinois Energy Now Lighting Special Addendum: EligibilityPublic Sector Electric Efficiency (PSEE) • New Applications received after December 13, 2010. • Project completed and Final Application (all associated documentation) submitted to DCEO by April 15, 2011.

Illinois Energy Now Lighting Special Addendum: BackgroundPublic Sector Electric Efficiency (PSEE) • Energy Policy Act (EPAct) 2005 • T-12 technology outdated and inefficient • 7/1/05 started multi-step T-12 phase-out • 7/1/10 T-12 ballast production ceased • High performance T-8 and T-5 fixtures increase efficiency

Illinois Energy Now Lighting Special Addendum: SummaryPublic Sector Electric Efficiency (PSEE) • Standard Incentive Program: T-12 upgrades include retrofits, new high performance T-8 and T-5 fixtures • Approximately 20-50% increase in incentives • For Pre-Approval Applications received after 12/13/10 and where the Final Application is received by April 15, 2011. • Incentives can’t exceed 100% of the Total Project Cost

Illinois Energy Now Lighting Special: Application Hints • Assist DCEO by submitting complete Applications that are clear and simple to verify. • For New Fixture incentives submit photographs of existing fixtures. • Submit CEE list with selected equipment circled. (See CEE slide) • For New Fixtures submit contractor verification stating wattage and quantities of fixtures removed with Final Application. • Reference the DCEO assigned Application number for project correspondence.

Application Process Steps • Step 1: Submit a Pre-approval Application Click the Pre-approval check box on the application • Complete the appropriate worksheet • Pre-Approval Applications need customer signatures • Step 2: Receive Notice to Proceed from DCEO • Step 3: Install Equipment or Perform Project Work • Maintain documentation • Step 4: Submit a Final Application • Click the Final check box on the application • Submit all required supporting documentation • Final applications need customer signature • Step 5: DCEO Processes Rebate or Grant

PSEE Pre-Approval Application must include: • Copy of electric bill (final pages that list taxes and fees applied) • Completed Pre-Approval Application and Signed Certification Form • Follow Lighting Specifications and submit CEE lists with lamps circled. (See CEE slide) • Applicable Lighting*, HVAC, Motors and/or Refrigeration Standard Incentive Worksheet(s) or Custom Incentive Application • IL ENERGY NOW Form (either .pdf or .xls version) • Light Survey (See Light Survey slide) • Guidelines, Specifications and Application Forms at Energy Efficiency link at: www.illinoisenergy.org

PSEE Light Survey must include: • New Fixtures include: room/area, quantity of existing fixtures, description and wattage of existing fixtures, quantity of new fixtures, description and wattage of new fixtures. • Retrofits include: room/area, quantity, description of existing fixtures, number of lamps in existing fixtures and number of lamps in retrofit fixtures. Lamp total shall match number of lamps indicated in the Lighting Incentive Spreadsheet. Retrofit lamps and ballasts shall be listed at: http://www.cee1.org/com/com-lt/com-lt-main.php3 • Occupancy Sensors include: room/area, wattage of fixtures controlled. • Light Survey totals match totals on Lighting Incentive Worksheet
