  4. Round 2: Jefferson vs. John Randolph

  5. “asking one of the states to surrender part of her sovereignty is like asking a lady to surrender part of her chastity.” • -John Randolph of Roanoke • -very vociferous opponent of Jefferson • -Yazoo land frauds, 1804. private businessmen attempted to gain huge lots of land from the legislature of Georgia. • -ultimately they failed.

  6. Round 3: Jefferson vs. John Marshall/Aaron Burr

  7. “…contest between two great men at their worst.” • -Jefferson vs. Marshall (The Burr Conspiracy) • -Burr flirted with treason in an attempt to stake his claim to western North America. • -went to Fed. Court for high treason. • Jefferson, actively joined prosecution. • Marshall clearly biased towards Burr. • RESULT: Burr not guilty, ended up in exile in Europe.

  8. Round 4: Jefferson vs. Europe

  9. “By 1807, (Napoleon) was master of Europe, while the British controlled the seas around the Continent.” • -Napoleonic Wars, created a stalemate. • -Napoleon’s continental system attempted to blockade Britain out of Europe. • -Between 1803-1806, goods were exported to the U.S. first, (from French island of Martinique) then re-exported to France so as not to be wartime contraband goods. • -Angered Britain, forced them to crack down on American ships.

  10. Round 5: Jefferson vs. Britain

  11. “Once an Englishman, always an Englishman.” • -British practice of Impressment irritated and disrupted American merchant ships. • -many British could easily attain American naturalization papers. • -working conditions were better in American merchant marine than Britain. • -lax immigration laws made it quick and easy to become a U.S. citizen.

  12. Continued… • -between 1803-1812 5,000 sailors were essentially kidnapped from American vessels and forced to serve in the British Navy. • -Jefferson’s response was very passive, refusing to increase the U.S. Navy, and instead continue to rely on small gunboats and small fleet.

  13. Most telling result from Jefferson’s dealings in the Napoleonic wars was The Embargo Act. • (Top of page 191) • halted all exports, still allowed for imports.
