  1. Life Cycle Logistics FIPT Life Cycle Logistics Learning Asset Association for FIPT Approved High Priority Competencies 21 October 2011

  2. Project Objective: Validate alignment of LCL learning assets to FIPT approved competencies and priorities

  3. Competency Validation Project Deliverables Status • FIPT Competency Adjudication – Jan 2011 • Update LCL Competency Model – Jun 2011 • Finalized LCL Competency Model – Jul 2011 • Upload to DAU CrMS System – Aug 2011 • Association of Competencies to Learning Assets – Aug 2011 • Initial Gap Analysis Report – Oct 2011 • FIPT Brief-Out – Oct 2011

  4. Background • DAU aggressively embarked on embedding June 2008 Logistics Human Capital Strategy competencies and proficiencies into courseware • Much, however, has changed since 2008 - the competency set needs to reflect both current and emerging skills for Life Cycle Logisticians (LCL), to include ACAT I and ACAT II program Product Support Managers (PSM)

  5. Recognition of Major Initiatives • DoD Logistics Human Capital Strategy (2008) • WSAR Product Support Assessment (2009) • Defense Acquisition Guidebook Chapter 5 (2010) • AT&L Better Buying Power Initiatives (2010) • AMFG – Key Leader Competencies (2010) • DTM 10-015 Requirements for Life Cycle Management & Product Support (2010) • PSAT IPT #3 PSM Technical Competencies (2010) • FIPT LCL Competency Adjudication (Jan 2011) • Product Support Manager Guidebook (Apr 2011) • Business Case Analysis Guidebook (Apr 2011) • Integrated Product Support (IPS) Element Guidebook (2011)

  6. DAU Learning Asset Modeling FL Domain Unit of Competence Learner / Workforce Engagement FIPT Domain Competency Topic DAU Domain Competency Learning Asset Sub Competency Terminal Performance Objectives Learning Asset Curriculum & Learning Asset Design, Development & Delivery Competencies are decomposed from the Human Capital Strategies competencies & proficiencies plus the Integrated Product Support Elements

  7. DAU Learning Asset CrMS Tool Sample Screenshot of Beta Site

  8. Current Work Focus • LCL Competency Set is … • Technically based • Applicable across entire system life cycle • Forward looking • Holistic • Required understanding for the PSM and future PSMs Unit of Competence Competency Topic Competency Learning Asset Sub Competency Terminal Performance Objectives Learning Asset

  9. 6 Jan FIPT Voting Results • 33 FIPT voters • Voted each competency as “high”, “medium”, or “low” for importance and frequency (indicated as axes on graphic) • Raw voting results being tabulated and analyzed • FIPT also provided 467 comments • All comments adjudicated and incorporated Priority 1 Priority 2 Example: FIPT Voting Raw Results for Product Support Management Element

  10. Analysis of Learning Assets • Fully understand results of FIPT voting • Examine detailed structures of each learning asset: TLO’s and ELO’s • Associate each sub-competency to each TLO of each learning asset • Cross-check FIPT designated priorities of each competency to each TLO • Ensure learning assets emphasize FIPT-identified high priority competencies

  11. Fully Understand Results of FIPT Voting

  12. Results of FIPT Jan 2011 Competency Voting Example: Product Support Management Priority 1 Priority 2 Priority 3 Priority 1: High Frequency and High Importance Priority 2: High Frequency and Average Importance or Average Frequency and High Importance Priority 3: Average to Low of both Frequency and Importance

  13. Adjudication Results • Competency number changed due to: • re-categorizing a competency to a sub-competency (primarily those identified as “Priority 3”) • combining competencies • splitting competencies • new competencies reflect recent and emerging policy

  14. Updated LCL Competency Model Preliminary Results • Adjudicated FIPT Comments: 86 LCL Competencies and 357 LCL Sub-Competencies • LCL Competencies derived and linked from the 7 LCL Human Capital Strategies Top Level Competencies • LCL Competencies inclusive of all 12 Integrated Product Support Elements Competencies Distribution by Human Capital Strategy Proficiency Competencies Distribution by Integrated Product Support Element

  15. LCL Competency Statistics • High priority competency breakout: • 11% of total competency population • Part of an overall bell curve distribution • Represents expected functional areas • No Association: • PHS&T • Tech Data • Spt Eqmt • Comp Res. • Fac & Inf • No Association: • CM • TD • R&MA

  16. High Priority LCL Competencies Mapped to HCS Competencies and IPS Elements

  17. Examine detailed structures and associations for each learning asset: TLO’s and ELO’s

  18. TLOs and ELOs by LCL Learning Asset

  19. High Priority Competency Preliminary Association to LCL Learning Assets Note 1: this data is preliminary and is subject to additional validation and verification. Note 2: Course Managers & PLDs will have opportunity to review and reclama this preliminary assessment

  20. Summary • All high priority LCL competencies currently included in DAU LCL learning assets • Next steps • Association of medium and low priority and new LCL competencies to LCL learning assets • Identification of any association gaps
