Future LHC runs • Energy • go immediately to √s = 13 TeVat the startup in 2015 • if possible/reasonable, push a bit more in the course of the run (?) • Bunchspacing • go from 50 ns to 25 nsoperation as soon as possible (needed to reducepileup) • biggestunknownatpresentfor machine operation (electron-cloudeffects) • Integratedluminositybefore LS3 (Run 2 + Run 3) • Radiation limitscorrespond to 300 fb–1(machine) and 500 fb–1(experiments) • Integratedluminosityafter LS3 (Run 4 + Run 5) • Main limitation ispileup of ~140–200 (?) withthe proposed ATLAS and CMS detector upgrades • Severalschemes are studied on the machine side (including a « crab-kissing » scheme) to reduce the numberof proton-proton collisions per unit length in a single bunchcrossing • Ultimategoal of 3000 fb–1deliveredby 2035 ischallenging but attainable HL-LHC CHIPP Plenary, Fribourg

Strategies ... • EuropeanStrategy for ParticlePhysics (May 2013): • The top priorityis the full physics exploitation of LHC and HL-LHC • CERN shouldundertakedesign studiesto be able to propose, in a few years, an ambitious post-LHC machine at CERN + R&D on high-fieldmagnets and high-gradient accelerating structures • Europe looks forward to a proposalfromJapan to discuss a possible participation in the ILC project • CERN shoulddevelop a neutrino programme to pave the way for a substantialEuropeanrole in future long-baselineexperiments+ explore possibility of major participation in leading long-baseline neutrino projects in US and Japan • Strategic plan for US ParticlePhysics (June 2014): • LHC + HL-LHC is the highest-prioritynear-term large project. • Develop, in collaboration with international partners, a coherent short- and long-baselineneutrino programme atFermilab. CERN scientificpriorities • Mid-Term Plan 2015–2019 (approved by Council): • full LHC exploitation, including • LHC injectors upgrade (LIU) • LHC high-luminosity upgrade (HL-LHC); • R&D and design studies for future high-energyfrontier machines, i.e. • e+e–linearcolliders and • Future CircularColliders (FCC) for h-h physics, incl. e+e–, and e-hoptions; • construction of a "neutrino platform" atCERN • detector R&D for future long-baseline neutrino experiments • preparationfor possible short-baselineexperiments • CERN willactivelypursue discussions with US partners to form an umbrella-collaboration for a long-term neutrino programme atFermilab, allowingfor an important Europeanrole in future neutrino experiments • maintaindiversity and support unique fixed-targetand nuclearphysicsfacilities (SPS, PS, AD, ISOLDE, n_TOF, ...) • Financial situation CHIPP Plenary, Fribourg

CERN pension fund • The CERN pension fund, whichisunder the responsibility of CERN Council, becameagain a hot topic in 2014 • Funding ratio islow • In Dec 2010, CERN Council implemented a recovery plan, in the form of a package of measuresincluding a special 60 MCHF annual contribution from the CERN budget to the pension fund • Extrapolations in the future (e.g. to the year 2041) sufferfromvery large uncertainties on the (decreasing ?) investmentreturnsand (increasing !) life expectancy of the fundbeneficiaries • Part of Council isworriedthat the measuresdecided in 2010 might not besufficient and wouldlike to re-examine the situation, having in view a reduction of the special contribution ...
