  3. Overview of the City Employment Strategy • What is the City Employment Strategy? • Merseyside is one of fifteen pathfinder areas and includes the following Local Authorities: - Halton - Knowsley - Liverpool - Sefton - St Helens - Wirral

  4. Localising the National Agenda Worklessness is widely accepted as the main driver of child Poverty and given the CES remit we adopted child poverty as a key priority. Initially we wanted to examine how we… • Address ‘in work’ poverty and engage employers? • Learn from previous successes, e.g. tackling worklessness • Understand how child poverty undermines our wider efforts in Merseyside? • Know what would make the greatest difference? • Align work on Child poverty with SCS, LAA, MAA

The child poverty toolkit • Knowsley LSP sponsored the development of the child poverty toolkit by Centre for Economic and Social Inclusion (CESI) and Child Poverty Action Group (CPAG) • CES commissioned the roll out of the toolkit across the six Merseyside boroughs • Wider aims of the toolkit and its benefits

  14. Building on the toolkit Excellent starting point but… • Data only to Local Authority Level • Need to build a more localised picture – drill down to neighbourhood level

  15. The child poverty framework • Building on the requirements outlined in the Child Poverty Bill the child poverty framework will: • Become an essential tool for those in local partnerships who are instrumental in developing child poverty strategies • Ensure consistency and clarity in relation to data and methodology • Develop a common understanding of cross boundary challenges and opportunities for joint work • Ensure commitment to developing an integrated approach to tackling child poverty from wide range of partners/agencies

Next steps • Final version of the Child Poverty Framework initial analysis report – (Dec 09) • Establish LCR child poverty Commission • Conduct LCR needs analysis (early 2010) • Cross cutting consultation phase with key stakeholders and partners across LCR (early 2010) • Build on the lessons learned from the ‘Knowsley Model’ and their child poverty programme • Commission consultation with young people across LCR • Publish final framework and action plan (April 2010)

  17. Developing an action plan under four broad themes • Raising family Income • Improving outcomes for children and families • Mitigating the impacts of child poverty • Communications, consultation and challenging perceptions

LCR Child Poverty Commission If approved the LCR commission will: • Become the driving force behind the City Regions approach to tackling child poverty • Oversee the implementation of the child poverty action plan • Ensure the LCR voice is at the forefront of national and EU wide policy development

  19. Some emerging issues • Affordable Childcare? • Skills Agenda – need to move people beyond ‘in work’ poverty • Employer Engagement • Strategy Fatigue • Identifying gaps • Addressing policy tensions – positive parenting agenda/welfare to work
