ACCOMMODATION PROGRESS RAMP project addressing some areas 23 accommodation needs for EC approved A list of the worst offices prepared and submitted to DPW with recommendations DPW promised to look at building new offices in areas where available accommodation is not suitable Management Services and CSIR visited EC to look at location of offices CHALLENGES 30% of office accommodation in the Eastern Cape is satisfactory in terms of location, space, access, visibility Public Works indication that funds for new leases are not available Lack of sponsors for NVC, and challenges major than just painting Justice being impatient at the slow progress in Home Affairs moving from their offices STATE OF THE PROVINCE

  6. PEOPLE Management posts in the process of being filled. Current management capacity still being built, Judge White severely affected the Province. All level 8 and below vacancies advertised with closing date of 15 February, process of filling posts underway. New establishment for Civic Services will improve the shortage of staff Shortage of staff, heavy workload, terrible working conditions lead to low morale in officials and high stress levels STATE OF THE PROVINCE

PERMANENT CITIZEN REGISTRATION CAMPAIGN PROGRESS Mobile units are still operational with Social Development and Municipalities as partners for birth registrations, applications for identity document and distribution Community and Traditional leaders plus all relevant stakeholders are requested to assist Monthly itineraries are prepared at Local Steering Committees Three Hospitals have been identified by the MEC for Health for online birth registration, SS Gida in Keiskammahoek, Settlers in Grahamstown and Saint Elizabeth in Lusikisiki CHALLENGES About 42 000 uncollected ID books are still filed at offices Outreach to remote rural areas is difficult as there is a shortage of manpower and vehicles for the Permanent Citizen Registration Campaign(N.B. EC has 21 bakkies and 35 sedans to serve 3 Regional Offices, 15 District Offices and 28 Service Points) Registration of customary marriages is still very low STATE OF THE PROVINCE

  15. The items hereunder will be budgeted for in the next Financial Year. The Province is currently in discussions with Municipalities as they have indicated planning for assistance in this regard. Presentations made to mayors and managers of King Sabata Dalindyebo, Nyandeni, Port St Johns, Qaukeni, Ntabankulu, Mhlontlo, Umzimvubu, Umzimkhulu, Elundini, Mbashe, Mnquma, Intsikayethu, Engcobo, Sakhisizwe, Bizana, Elukhanji, Emalahleni, Tsolwana,Inkwanca, Gariep!, Maletswai and Senqu on plans for ID Campaign The following presentations still to be made: Kouga, Koukamma, Nelson Mandela Metro, Cacadu FORUMS Integrated Community Registration Stuctures Local Steering Committees with Municipalities Forums with traditional leaders involved in the following: Drawing up of itineraries and communication thereof Dissemination of lists of unclaimed/ uncollected IDs Community education and distribution of IDs at Halls and Imbizos RELATIONS WITH COMMUNITY STRUCTURES
