Establishment of HSU • Formally set up on 16 August 2011 • Under Criminal Investigation Department, Royal Brunei Police Force • Specializes in Trafficking-in-Persons issues • To undertake a proactive and lead role in identifying and investigating cases of sexual exploitations and referral cases from other units of suspected trafficking in person.

  3. To serve as the focal point for the coordination of all administrative and operational aspects of TIP investigation. • To evaluate, analyse cases of TIP and make recommendations. • To ensure the safety of the TIP victims. • To maintain database on cases, monitor case procedures nationally. • To coordinate and network with other agencies on TIP matters.

  4. Ad-hoc Committee • Consists of: • Royal Brunei Police Force • Prime Minister’s Office • Immigration and National Registration Dept • Labour Dept • Attorney General’s Chambers • Department of Community Development

  5. IMMIGRATION &NATIONAL REGISTRATION DEPARTMENT • To monitor and investigate offences under Immigration Act. • To inform and transfer cases of alleged Trafficking in Persons to HSU. • To provide necessary information required for the investigation to HSU such as data profiling, entry and exit records, visa status etc. • To cooperate and conduct join operations in victim rescue and apprehension of suspects.

  6. To assist HSU in the investigation into TIP cases. • To liaise with Department of Community Development for sheltering of victims. • To manage the repatriation of victims, traffickers and smugglers.

  7. LABOUR DEPARTMENT • To monitor offences under Labour legislation. • To inform and transfer cases of alleged TIP to HSU. • To provide necessary information required for the investigation to HSU such as employers’ details. • To cooperate and conduct join operations in victim rescue and apprehension of suspects.

  8. ATTORNEY GENERAL’S CHAMBERS • To provide advice and guidance on interpretation of legal issues

  9. DEPARTMENT OF COMMUNITY DEVELOPMENT • To provide shelter, food and welfare support for the TIP victims. • To provide assistance to the relevant enforcement agencies when required.

  10. Where there is indication of TIP elements present, the relevant departments or unit shall notify HSU. The OC HSU shall analyse the findings and elements present and OC HSU reserves the right to decide whether cases referred to it fall under its purview. If it does, the HSU has the final say whether to investigate further or refer the case to AGC. If it doesn’t fall under the purview, the referred cases shall be returned to respective unit or department.
