Reauthorization of ESEA:U.S.D.E Blueprint for Reform • Standards will reflect both college and career readiness and be shared across states • New assessment systems will better: • capture higher-order skills, • provide measures of student growth, and • be used to inform classroom instruction. • States and districts will collect and report: • student academic achievement and growth data • in English language arts and mathematics

  3. Race to the TopRequirements • Requires common standards • Strongly encourages common assessments • Requires student performance data to be a significant factor in teacher and principal evaluations. • “Student growth shall comprise 50% of the performance rating”. (Sec. 24A-7.v of PA 096-0861)

  4. Race to the TopAssessment Competition • Illinois has joined a multi-state consortium, the Partnership for the Assessment of Readiness for College and Career, in order to jointly develop and implement common, high quality assessments aligned with the Common Core Standards capable of providing both achievement and growth data.

Race to the TopIL application • Statewide contract and Supports for Assessments for Learning • ISBE will procure a statewide contract to: • ensure best available pricing and simplified procurement/contracting for commercially available assessments; • Ensure all procured assessments will be aligned to the Common Core Standards and be able to measure student growth.

Public Act 096-0861 • The Performance Evaluation Reform Act of 2010 • September 1, 2012 each school district shall establish a teacher evaluation plan using 4 ratings: excellent, proficient, needs improvement or unsatisfactory • Requires student performance data to be a significant factor in teacher and principal evaluations

  7. Public Act 096-0861 • The Performance Evaluation Reform Act of 2010 • September 30, 2012 must have data collection and support system developed • September 1, 2016 all districts must evaluate using student growth as factor

  8. Additional Timeline Commitments:State Fiscal Stabilization Fund Program • School/district growth data available for informational purposes by 10/31/10. • School/district growth data available for accountability purposes by 10/31/11. • Implement teacher impact program for school/district use 10/31/11.
