  1. Discussion Brief on the Center for Earned Value Management (CEVM)

Background • ASN(RDA) established an EVM Integrated Product Team • Issued policy memorandum requiring implementation of EVM on all Navy acquisition program ACAT I-IV that meet or exceed application threshold • Approved the creation of a Navy Center of Excellence for EVM to adopt a centralized approach to managing EVM • Developing an Earned Value Metrics Management System to meet EVM reporting needs and fulfill its broader metrics reporting requirements.

  3. DoN EVM Mission Statement • EVM will be implemented on all Navy acquisition programs ACAT I-IV that meet or exceed application thresholds; PMs accountable for using EVM data to properly manage their program’s performance

DISCUSSION Summary of Recommendations: Recommend Navy Center of Excellence for EVM (CEVM) to enable a centralized approach for: • Policy and regulations for EVM and acquisition planning • Conducting contractor EVM System reviews • Providing technical and program support, improving latency/accuracy of EVM data, providing analysis to leadership. • Determining training needs, ensuring consistent and effective training standards, and creating and maintaining a mobile training team

Goals of the CEVM • Implement EVM more effectively and consistently across all Navy acquisition programs—ACAT I-IV—that meet or exceed application thresholds. • Decrease the percentage of Navy programs experiencing cost growth, and minimize the overrun where cost growth is unavoidable • Assist program managers in using EVM data to better manage their program • Provide the ASN (RD&A) with timely and reliable information on the status of the Navy’s programs • Ensure the Navy’s personnel with EVM responsibilities have the necessary training and toolsets • Work with the SYSCOMS to develop a EVM competency capability

CEVM Functions • Acquisition Planning • Establish policy with PCOs to ensure applicable DFAR and CDRL clauses are appropriately applied. • Establish incentivizing policies to contractors to implement good EVM practices • Provide technical assistance as requested • Program Support • Improve reporting latency/accuracy • Analyze reported EVM data • Provide technical assistance to PMs • Oversight • Coordinate and participate in EVMS reviews with PMOs • Coordinate and participate in PBRs • Perform pre IBRs and prepare independent assessment/adjudicate findings with PM • Training • Determine training needs/prepare collaborative plan with PMOs • Work with DACM and DAU in setting minimum training standards for key positions with EVM responsibilities • Work with DAU in developing/maintaining courses on EVM best practices, EVM implementation, surveillance, pre-IBR and analysis • Create mobile training team

  7. CEVM Responsibilities • Reporting • Receives direction from/reports to DASN M&B • Provides to DASN M&B monthly performance assessments on ACATs I-IV requiring EVM reporting • Establishes performance metrics to evaluate CEVM effectiveness • DASHBOARD • Subsequent IBR results

CEVM Composition, Location, and Reporting Composition: • Recommended Initial Composition of 5 full-time positions: • Director: GS-15, or IPA • 4 Analysts: 2 gov’t (GS-14) and 2 contractor • Number of positions increased as needed • Review teams drawn from contractor support and gov’t (SYSCOM) support as needed Options for Reporting: • DRPM reporting to DASN (M&B) • Division under DASN (M&B) • Other
