2. Introduction “At present, there are over 260,000 data returns to the Department of Health. Later this year, the Department will initiate a fundamental review of data returns, with the aim of culling returns of limited value. This will ensure that the NHS information revolution…is fuelled by data that are meaningful to patients and clinicians when making decisions about care, rather than by what has been collected historically...” (Equity & Excellence: Liberating the NHS; para 5.7; July 2010)

Review Criteria • Data owners were challenged on whether their collection: • helps drive the achievement of a key priority with the focus on outcomes and the quality standards that deliver them, safety and patient experience; • provides comparable information about the quality of services; • supports patient choice and empowerment, • is required to demonstrate public or parliamentary accountability for the efficient stewardship of public money, or • Is necessarily generated as a result of the care giving process.

7. Next Steps • Consultation open until 22 November. • Responses will be analysed and a final decommissioning plan detailed in a Government response • Response will also give more detail on the second phase of the Fundamental Review.

8. Phase 2 • Will look at data lines within returns retained in phase 1 of Fundamental Review to: • Investigate levels of duplication; • Ensure that all collected data lines support the policy intention, and; • Assess whether the collection methodology can be improved to reduce the burden on providers.
