Border Research and Technology Center (BRTC) • Sandia project through (IAA 2004-IJ-R-044) with the USDOJ National Institute of Justice (Office of Science and Technology) • PURPOSE OF PROJECT: Support the National Law Enforcement and Corrections Technology Center (NLECTC) system. • The “system” is established in statute and enables NIJ Science and Technology program to carry out its own statutory mission that includes research and development work as well as technology assistance in support of all elements of the criminal justice community. • The BRTC focuses on State and local law enforcement operating in U.S. “border region” – principally SW Border…also Pacific and Inland NW…and elsewhere along the northern border… BRTC-Austin (Sheriffs Association of Texas) BRTC-Western Operations (Sandia)

Technology Requirements Identification • BRTC Advisory Council consists of federal, state and local law enforcement located along U.S. southern and northern border • Broad categories of technology requirements discussed by participants from the northern border: • Communications • License plate readers for interior bridges in Michigan; satellite phones for rural areas; affordable multi-band radios • Contraband Detection • Fiber-optic scopes; hand-held narcotics trace detectors; hidden compartment detection in vehicles; meth lab detection; • [Public Safety Aviation] • Light fixed-winged aircraft; unmanned aircraft systems • Situational Awareness/Information Sharing • Mobile biometrics – gateway capability/data base access dependent • Common operational picture (s) • Wide-area Surveillance • Power sources for extended covert operations; maritime radar; unattended ground sensors in forested terrain; robotics
