  1. Kent County Funding Proposal Fire Advisory Board Proposal of the Kent County Volunteer Firefighter’s Association

Updates from our last proposal • All Kent County organizations received 36% increase in county funding as of October 2012 from the initial proposal presented to Levy Court Commissioners. • The FAB Committee has listened to all your concerns and suggestions from the initial funding proposal and did their best to incorporated those ideas suggested to be fair and equitable to all organizations. • The FAB Committee has worked countless hours to come up with the fairest proposal that supports all of the fire & EMS organizations within Kent County. • Goal – Funding proposal to take effect 2014 Kent County Budget process.

  3. Goal of this proposal The Goal of this proposal is to preserve the Volunteer Firefighting service for Kent County. The amount of time needed to raise the required funds to support the needs of the Fire Company has become an extreme burden.

  4. The 19 Organizations Protect the KENT COUNTY POPULATION TOTAL POPULATION KENT COUNTY 162,310 INCORPORATED AREAS 72,454 - 44 % OUTSIDE INCORPORATED AREAS 89,856 - 56 %

  5. Funding Request • Existing Funding (County Grant & Aid)Pre-2011 $359,186 • Additional Funding (Fire / EMS Service Fee) $1,200,000 (Funding options at discretion of Levy Court) • Total Annual Funding $1,559,186 • We request that the Current Building Enhancement Fee remain in place as is.

  6. Accountability • Replace simple financial report to Kent County with each Fire Company’s Annual Audit Review with in 6 ½ months of the end of their Fiscal Year (same requirement of House Bill 329 chapter 16 of the Delaware Code)

  7. How was the $1.2 Million dollar funding calculated? • Organization Share • Ambulance Share • Fire Alarm Share * • EMS Alarm & EMS Assist Share * • Area Share (Based on your fire district map square miles provided by Kent County Planning Department). • Population Share (Based on 2010 Census data for residents within your area.) * Based on 3 year average (2009 to 2011) of actual alarm data provided by Kent Center.

  8. Disbursement of Funds • $300,000 divided equally between the 19 organizations providing emergency services to Kent County $15,789.47 each. • $200,000 divided equally between the 12 organizations providing EMS Basic Life Support Transportation services $16,666.67 each.

  9. Disbursement of Funds • $300,000 divided between the 18 organizations providing Fire & Rescue services to Kent County based on number of Alarms (excluding EMS & Medical Assist Calls). • $100,000 divided between the 19 organizations providing EMS & EMS assist services to Kent County based on number of Alarms (excluding Fire/Rescue Calls).

  10. Disbursement of Funds • $150,000 divided between the 18 organizations providing Fire / Rescue service based on the square miles their districts serve. • $150,000 divided between the 18 organizations providing Fire / Rescue service based on the population residing in their districts.

  11. Questions? • Do you feel that the FAB Committee has taken into consideration all the critical factors with the allocation of the proposed funding? • Do you feel that the way the proposal is designed and calculated is fair to all organizations and the services they provide?

Where do we go from here? • Take information back to your perspective Companies. • Be prepared to vote on at the February 20, 2013 KCVFA Meeting. • KCVFA table officers & FAB Committee to review with Levy Court Leadership and County Administrator. • Plan strategy for legislative proposal as directed by Levy Court for Funding proposal (this will require all organizations working with their state Legislators to get introduced and passed.)
