Wharton Residential Land Use Regulatory Index • Created by the Wharton Business School, University of Pennsylvania • A survey delivered to city governments nationwide • The sample mean is zero and the standard deviation equals one. • Nationwide 480 cities responded the survey; CA statewide 180 cities responded.
