Background • Strict land use regulations imply spacious living environment and higher value of houses, but more energy used and less “green” • Land use regulations vs. demographic data • Household income • Education level • % of registered green party members • % of people voted Yes on “green” proposition in Nov. 2008 • Prop 7: Renewable Energy Generation • Prop 10: Alternative Fuel Vehicles and Renewable Energy Bonds

Wharton Residential Land Use Regulatory Index • Created by the Wharton Business School, University of Pennsylvania • A survey delivered to city governments nationwide • The sample mean is zero and the standard deviation equals one. • Nationwide 480 cities responded the survey; CA statewide 180 cities responded.
