AU PSC AMIS II Mandate 20 Oct 04 • To monitor and observe compliance with the Humanitarian Ceasefire Agreement of 08 April 2004 and all such agreements in the future. • To assist in the process of confidence building. • To contribute to a secure environment for the delivery of material relief, and beyond that, the return of IDPs and refugees to their homes, in order to assist in increasing the level of compliance of all parties with the Humanitarian Ceasefire Agreement and to contribute to the improvement of the security situation throughout Darfur.

  6. Initial RSA Response to the AU & UN • Infantry Protector Company and Logistics Element can be provided by March 2005. (Liaison is required to confirm locations, main equipment and logistics requirements & support systems in the mission area.) • Engineer Platoon cannot be provided due to personnel and equipment shortfalls. • EOD Team can be provided with possible shortfalls in capabilities to attend to improvised explosive device disposal and minefield identification. • MILOBS and Staff Officers can be provided. (Target dates in Nov 04 will not be met.) • UN request - nominations to be submitted.

Current State of Preparedness • 10 x Staff Officers - 1 x shortfall (SAAF Post) (8 deployed 20 Feb) • 29 x MILOBS - 8 x shortfall (1 Maj/7 Capt) (21 deployed 20 Feb) • 3 x DITF Staff Offs - No nominations to AU yet • 1 x UN Mil Plan Off - Nomination to UN too late • Protector Company - Final stages of preparation and deployment • Logistics Personnel - Final stages of preparation and deployment • EOD Team (6/10) - Final stages of preparation and deployment • Engineer Pl (38/50) - Delayed preparation due to late inclusion • Additional Personnel - In process … with some challenges.

Risks and Implications • Military Health Support Challenges indicated and addressed by SG. • Late inclusion of Engrs is delaying preparations. • Attitude of Sudanese Government: • Passports required for all. • Detailed Passenger Lists and Cargo Manifests. • Visas to be arranged by AU HQ in Addis or AMIS HQ in EL Fasher. • Flight Clearances via AU (via RSA MA in Addis). • Status of Mission Agreement (SOMA) not tailor made for AMIS. • Rules of Engagement (ROE) not officially approved yet. • AU Reimbursement not guaranteed. • Status of additional personnel to be confirmed in MOU. • Sudanese attitude towards females. • Islamic Taboos – eg, alcohol and condoms. • Force Commander can amend the verbal agreement to deploy the RSA Contingent at Kutum, with resulting support challenges.

Way Forward • Personnel shortfalls to be addressed. • Military Health Support systems to be defined/refined. • Deployment schedule to be implemented and managed. • Cabinet approval to be confirmed. • SOMA with Sudan to be confirmed by the AU HQ? • ROE to be approved by the AU HQ. • Envisaged UN Mission in Sudan (UNMISUD) – UN requests to South Africa to follow?

OPERATION TEUTONIC (MULTI-LATERAL) • RSA Detachment Assisting with Integration and Training (SADAIT in the DRC in terms of a multi-lateral agreement between the RSA, Belgium and the DRC. • Aim is to assist with the integration process of the different DRC Armed Forces. • Deployed in Jan/Feb 05 – 31 members (35 authorised) • Initial period envisaged until April 2005. • “Post-conflict reconstruction” category of Peace Support Operations. • Independent of MONUC. • Managed by Directorate Force Preparation and Training in conjunction with the Joint Operational HQ and the SA Army.
