Whowe are? • Red Unidos is a network, based in the National Agency for the Overcoming of Extreme Poverty, institution that is part of the Department for Social Prosperity (Presidency of the Republic). Besides ICBF, UARIV, Territorial Consolidation. Conforms “The Prosperity Sector”. • In Colombia between 4 and 5 millions of people lives in extreme poverty situation. • Red Unidos links 30 public institutions an many enterprises from the private state that act as strategic allies in some regions of the country. • National Planning Department use a methodology based in a general in the application of a survey to define who can be considered in situation of extreme poverty. We receive that data base and start working to find the people.

  3. Achievement 2010 : in 2010 Colombia has a 30,4% of populationin extreme povertybyMultidimentionalPovertyIndex, and 12,3% income. Achievements: 2011, IPM changedfrom29,4% to 10,6%. Reduction of a 1% povertyby IPM and 1,7% byincome.

  4. General goals and indicators From 2010 to 2014: • 350.000 familiesovercome extreme poverty (from a total of 1.500.000 total beneficiaries).

  5. Whowe are? • How? Linking 1.500.000 families with the offer of the State. • We understand poverty not just as a matter of income, but as multidimentional poverty including health, education, generation of income and education for work, family relations, habitability, nutrition, access to justice, amongst others. • We understand development as a human rights concern. In a country that had been facing decades of internal armed conflict, extreme poverty and the effects of conflict in both rural and urban areas becomes a challenge in terms of design policies between transitional justice and current social policy.

How do wework? • Our efforts are oriented to overcome extreme poverty working to: • Find beneficiaries, apply a baseline, start the process (social workers managed by 52 partners). • Work with the families them to identify public and private offer of projects and programs. • Working directly in the national and local level to find public or private programs and projects that fits with the need of fulfillment of rights of our beneficiaries.

Ourchallenges and expectations! • Including an ethnic, gender and child rights approach to our work in the field, and the role of our Program in fighting the repetition of the circle of deprivation and poverty. • Developing a common understanding on the impact of extreme poverty on those populations and knowledge on how to address the fulfillment of their rights (evidence based research). 10% of our population is afrodescendent. • Developing a Communitarian Model of Social Working for the Overcoming of Poverty that includes families no directly beneficiaries but also those who lives around, promoting solidarity and social inclusion.

  9. Ourchallenges and expectations! • 3 million people in Colombia was internally displaced by armed conflict violence. 48%women, 38% children. General figures: 40 million people in Colombia, 3.4% indigenous people, 40% of them children. • Enhancing our role as data producers (thanks Diane Quarless!) for the whole state institutions and get involved in the national discussion on Multidimentional Poverty Index for Children promoted by UNICEF. • Keep rising awareness inside the State on how extreme poverty affects children, women and ethnic communities to increase the effectiveness of the response of the State and the social responsibility of the private sector.
