  1. Workshop Topics and Deliverables Lloyd Gordon - Workshop Chair Los Alamos National Laboratory July 19, 2016

  2. Topics • Overall workshop goals • Working Groups • Workshop Logistics • Deliverables • Presentations • Guidance for Workshop Leads

  3. Overall Workshop Goals • Share methods and successes in electrical safety across the complex.

  4. Working Groups 1 DC Systems 2 Hazardous Energy Control 3 10CRF851 Flowdown, and Subcontractors 4 DOE Electrical Safety Handbook 5 Risk Assessment per 70E-2015 The following Topics and proposed deliverables are meant to stimulate ideas. They are not meant to be fixed or limiting.

  5. Working Group 1 DC Systems Leads Gary Dreifuerst, ex LLNL Stan Berry, ex Navy Alan Tatum, current ORNL Peter McNutt, NREL

  6. Working Group 1 DC Systems • Leads – Gary Dreifuerst, Stan Berry, et. al. • Description – This working group continues efforts from last year to quantify the degree of hazard posed by DC sources, especially where it differs from AC system hazards, and safe work procedures for DC systems, such as battery and photovoltaic systems, where de-energization methods are not obvious or practical. It provides input to standards-making bodies where justified • Proposed Deliverable – Open

  7. Working Group 2 Hazardous Energy Control Stephanie Collins, LBNL Eric Stromberg, LANL Etc.

  8. 2016 ESW HEC Goals and Priorities – Break into 4 Groups • Finalize format of the LOTO Cross-walk and begin work on generic LOTO program (with draft program completed NLT end of 2016) • Determine 2017 ES Month topic and assign folks to work on it (with draft completed end of January 2017) • Look Alike Equipment Best Practice Proposal • ARMS/ERMS (Arc Reduction Maintenance Switch)/(Energy Reduction Maintenance Switch) control

  9. HEC WG Schedule Tuesday Afternoon Wednesday Generate products for HEC Working Group review Finalized LOTO crosswalk format; Generic program template ES Month Topic Look Alike Equipment draft BPP ARMS/ERMS Control draft BPP Break into 4 groups and get to work • LOTO • 2017 Electrical Safety Month • Look Alike Equipment • ARMS/ERMS Control

  10. HEC WG Schedule (continued) Thursday Morning Thursday Afternoon Present HEC Working Group Progress • Finish up working on products for this Workshop • Identify continuing work and assign members & get commitment for completion

  11. Working Group 3 Electrical Safety Subcontractorsand 10CFR851 Flowdown Jeff Williams, NNSA, Los Alamos etc.

  12. Working Group 3 10CF851 Flowdown and Subcontractors • Lead: Jeff Williams, et.al. • Description – This working group continues efforts from last year to improve flow-down of electrical safety requirements found in 10 CFR 851 and other contractual requirements to general and electrical contractors working for the DOE site contractors. • Proposed Deliverable – Open

  13. Working Group 4 DOE Electrical Safety Handbook Lloyd Gordon, LANL Mike Hicks, Idaho DOE

  14. Working Group 4 DOE Electrical Safety Handbook • Leads – Lloyd Gordon, Mike Hicks • Description – This working group will renew efforts to keep the DOE Electrical Safety Handbook consistent with the most recent standards and incorporate appropriate measures gleaned from best practices and lessons learned. • Proposed Best Practice – A summary comparison of site electrical AHJs and their processes, and how site AHJs can work together to achieve common goals.

  15. Working Group 5Risk Assessment Tommy Martinez, LANL etc.

  16. Working Group 5 Risk Assessment • Leads – Tommy Martinez, et.al. • Description – This new working group will discuss implementation of the 2015 NFPA 70E, focusing on electrical system operations and minimum inspection, testing, and maintenance of overcurrent protective devices to assist in assigning arc flash controls. A consensus product is needed to establish thresholds for making risk based determinations. It provides input to standards- making bodies where justified . • Proposed Best Practice – Open

  17. Workshop Working Sessions • The workshops are working sessions everyone is expected to participate. Share issues/concerns you may have at your site. • Distribute members from your organizations among the groups • Have your deliverables ready to present on Thursday at 2:00 pm, 30 minutes each group

  18. 2016 Workshop Guidance • EVERYONE must sign in, in their working group • Participants will break out into 5 working groups • Groups may break into subgroups • Each group will have 1 or more workshop leaders to assist with the continuity, scope, and direction • All participants are encouraged to contribute to a workshop group • Participants will remain in the same group • End result is to produce usable product(s) and present the product(s) on Thursday afternoon • Groups must develop a continuity plan to complete unfinished work • In presentation define deliverable(s) and dates

  19. Guide for Workshop Leads • Set goals and schedule • Determine product • Establish subgroups and facilitators • Keep groups focused • Develop presentation, pick presenter • Plan for followup, set deadlines
