Title I, Part C, Federal Allocations • The U.S. Department of Education allocates Title I, Part C, funds to Virginia based on: • A formula that uses the Category 1 and Category 2 migrant child counts and state per-pupil expenditure (SSPE) data. • The formula establishes the “base amounts” for the state MEP allocations for FY 2003 and thereafter – these base amounts are equal to the FY 2002 allocation amounts [which were calculated using 2000-2001 child counts and FY 2000 SPPEs.] • The base amounts can be and have been adjusted to reflect state-reported downward revisions in the 2000-2001 child counts.

Title I, Part C, State Allocations Once the federal allocation is determined, the Virginia Department of Education (VDOE) awards subgrants through a formula to school divisions and higher educational institutions based on the enrollment of children eligible for the Migrant Education Program (MEP) served during the regular and summer school sessions.

  6. General Information The grant application is due to the VDOE by the first business day in July, annually. Submission of the MEP application is conducted via the Online Management of Education Grant Awards (OMEGA). Notification of approval or denial of the MEP application is communicated through OMEGA Review the “To-do” list in OMEGA regularly

Purpose of the Migrant Education Program Migrant Subgrant funds must be used to: • support high-quality and comprehensive educational programs for migrant children to reduce the educational disruption and other problems that result from repeated moves; • ensure that migrant children who move among the states are not penalized in any manner by disparities among the states in curriculum, graduation requirements, and state academic content and student academic achievement standards;

Purpose of the Migrant Education Program (continued) • ensure that migrant children are provided with appropriate educational services (including supportive services) that address their special needs in a coordinated and efficient manner; • ensure that migrant children receive full and appropriate opportunities to meet the same challenging state academic content and student academic achievement standards that all children are expected to meet;

Purpose of the Migrant Education Program (continued) • design programs to help migrant children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit their ability to do well in school, and to prepare them to make a successful transition to postsecondary education or employment; and • ensure that migrant children benefit from state and local systemic reforms.   10. What Types of Services can be Provided with MEP Funds? Instructional services (e.g., educational activities for preschool children and instruction in elementary and secondary schools, such as tutoring before and after school). Support services (e.g., educationally related activities, such as advocacy for migrant children; health, nutrition, and social services for migrant families; necessary educational supplies; and transportation). Applications for Federal Funds • Consolidated Application • Individual Application • Regional Program Application – Consolidated or Individual Application • Either an individual school division or a combination of school divisions may apply for a MEP grant • A joint application should describe how school divisions will cooperate on the migrant education project and outline the responsibilities of each school division • The lead school division submits an application with a list of participating school divisions • All Regional Program members must submit a Participating Regional Program Member Certification to the lead school division who keeps the document on file • The lead school division must serve as fiscal agent

  13. Reminders The lead school division must complete the Regional Program Agreement for Title I, Part C. Please list all regional members. Once the application has been approved, an amendment must be submitted with the correct allocation amount. Review the “To-do” list in OMEGA regularly
