  2. Facts about Norway • Population: 4,7 millions • Size: 300 000 km2 • 325 000 enterprises • 20 000 manufacturing industry • Member of the European Economic Area (EEA) • ”EU-light”: fisheries and agriculture are not included, environment is included Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  3. PRTR • Pollutant Release and Transfer Register • Goal: Present data on emissions and waste from all activities in the society to the public in a simple and user-friendly manner Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  4. Conditions for PRTR • Regulations • Responsible bodies • Collecting of reliable data, both from point sources and diffuse sources • Storing of data in a database • Presentation of data on the internet • Design and structure of both storage and presentation of data Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  5. Background of PRTR in Norway • Databases & internet presentations • INKOSYS • Internal tool 1978-2006 • Information on land based industry • BMI • The first Norwegian PRTR (2001-2005) • Data from INKOSYS • Data from 1992-2005 • Forurensning • Replaced INKOSYS in 2006 • Expanded internal tool • Norske utslipp • Replacing BMI in June 2009 • Regulations • National Regulations • The public Administration Act (1967) • The Freedom of Information Act (1970 and 2009) • Environmental Information Act (2004) • International Agreements • The Aarhus Convention (1998) • ratified by Norway (2003) • The PRTR Protocol signed in Kiev (2003) • E-PRTR Directive Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  6. Collecting and storing of data • Database • A new and more comprehensive internal tool for SFT and the County Governors • Includes more sources/sectors Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  7. Collecting and storing of data II • The sector Land based industry contains: • 8740 registered facilities • 1625 permits • 1577 valid permits • 274 IPPC-permits • 665 facilities that are obliged to send annual emission reports to the authorities • Approximately 100 facilities that reported to EPER in 2006 Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  8. Norske utslipp – The Norwegian PRTR • Ongoing project – replace earlier system • Refined and expanded according to the requirements in the PRTR protocol • The first version will be launched in June 2009 (demo is available) • It will contain emission data from the most important sources: • Land based industry * • Waste water treatment plants • Land fills • Off-shore • Aqua culture • Companies that are subject to the emission trading scheme on greenhouse gases • Products • Households * • Transport * • Agriculture * *in todays PRTR Point sources Diffuse sources Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  9. Annual reporting to the authorities • Responsibility of each facility with a licence • report annually to SFT or the County Governors • report emissions of substances that can have an environmental impact • report electronically (since 2007) • The authorities • If facilities fail to report -> compulsory fine • Audits from the authorities ->check whether the facilities are fulfilling their responsibilities Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  10. Data flow industry Annual reports from the facilities Available for the public Html-version is generated for storage in the records Norske utslipp, (The Norwegian PRTR) Data enters SFT in xml-format Altinn- questionnaire E-PRTR Data enters the ”Validation tool” for quality check Quality controlled data are stored in the data base Forurensning Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  11. Data flow products Available for the public Norske utslipp, (The Norwegian PRTR) Activity data for products are combined with emission factors by SFT Quality controlled data are stored in the data base Miljødata Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs

  15. Special features of Norwegian PRTR • Easy accessible data for everyone, as few keyclicks away as possible • Diffuse sources are included • The biggest polluters are listed (industry) • Possible to sort by source (transport and industry) • Possible to present waste data on aggregated and detailed level Santiago, Chile: POPs monitoring, reporting and information dissemination using PRTRs
