  2. YOUTH AFFAIRS AND SPORTS, MANIPUR • Introduction Games and Sports have been an inseparable part of the lives of the people of Manipur from the time immemorial. In earlier days, it flourished in different forms of Indigenous Games and enjoyed the Royal Patronage. After the introduction of modern games by Sir Churachand Singh, KCSI, CBE and formation of Manipur Olympic Association after the Second World War, the players of the State have shown outstanding achievements in various sports disciplines. So far, this tiny State has produced • 9(nine) Olympians • 9(nine) Asian Games Participants & Medalist • 18(eighteen) Common Wealth Games Participants & Medalist • 11(eleven) Arjuna Awardees • 2(two) Rajiv Gandhi KhelRatna Awardees • 2 (two) Padmashree Awardees. • 1(one) DronacharyaAwardee • 1(one) DhyanchandAwardee

ACTIVITIES OF THE DEPARTMENT YAS implements the following main activities for promotion of Sports and Youth activities in the State. • Promotion of Games and Sports • Implementation of Youth Welfare Programmes • Implementation of Physical Education (Mass Physical Fitness Programme, promotion of indigenous games, refresher course for PETs) • Development of Sports Infrastructure • Provision of Games and Sports Materials

  4. PROMOTION OF GAMES & SPORTS The Department conducts various tournaments/meets in different disciplines at different levels – School, District and State. Also sends teams for National School Games Meets and for participation in Asian School Games under SGFI. IMPLEMENTATION OFYOUTH WELFARE PROGRAMMES • Following youth welfare programmes are implemented: • Participation in National Youth Festivals • Youth Awards at District, State and National Levels • Adventure and Allied activities at District and State Levels – trekking, rock-climbing, adventure water sports activities • Youth Leadership Development Programmes at every District • Awareness Campaigns on Anti Drug Abuse, HIV/AIDS, Environmental Protection etc. in collaraboration with line Departments • Youth Exchange Programmes: inter-district and inter-state levels • Skill Development Programmes: particularly radio and TV repairing. Mobile repairing to be added

IMPLEMENTATION OF PHYSICAL EDUCATION PROGRAMME • Physical Education Programme implemented by deputing PETs. • Physical & Health Edn subject made compulsory from Class I to VIII. • Mass synchronized physical fitness activities (Bharatiyam) • implemented at three levels - School, District and State level. • Under the scheme since 1982 (Asian Games), Deptt. has so far trained • about 32,000 students. • Short term training programme in Mukna, Kang, Thang-ta and Yoga • for students also taken up as regular programmes.   22. DEVELOPMENT OF SPORTS INFRASTRUCTURES Continuous up-gradation, creation and spread of infrastructure is vital for promotion of sports movement. Therefore, augmentation of sports infrastructures has been going on continuously for spread of the sports activities in the rural and other districts away from Imphal. Important sources of funding come from SPA, NLCPR, NEC & TFC.

  33. NATIONAL SPORTS ACADEMY • The National Sports Academy was established in the year 2007 under the special package of the Honorable Prime Minister of India. Rs. 18.43 crores was financed under NLCPR • This highly ambitious project aims at exploring hidden talents of the country from among the young players and nurture them to become outstanding sports persons to help the country in its effort to secure medals in the Olympic Games. • The Academy has 6 (six) prioritized disciplines namely 1) Archery, 2) Boxing, 3) Judo, 4) Taekwondo, 5) Wrestling and 6) Weightlifting • The Academy also imparts general education to the students. The Academy has classes VI to XII under 10+2 scheme of education. The students are provided free accommodation, food, sports equipments and educational facilities up to Std. XII. • Admission to the Academy is open to all interested players/students of the country. 50% of seats for Manipur and 50% from other States.

NEED FOR CONVERGENCE • There is emerging convergence of sports and education since the common target is the child. • With popularization of marks for sports in schools, there is great need for trained manpower. Required to anticipate and gear up in advance. • Protection and development of playfields is critical. Playfields and gymnasiums of appropriate standards be made mandatory for recognition of new colleges and schools.

  38. ADDITIONAL FACILITIES REQUIRED ON PRIORITY: • Two sports Hostels of 500 capacities each for boys and girls for hosting State Level Games and Mega Sporting events • Sports gallery around the synthetic football field (NSA Ground) laid by FIFA • Advanced medical and physio-therapy centre • A sports library for specialized professional books, literature for references by Coaches and Players along with electronic and gadgetry backups • Swimming pools and Hockey fields in all District Headquarters
