Main challenges for financing SLM Four levels of constraints • Political  SLM is not a priority, hence political backing is weak • Institutional  the institutional framework is not coherent enough to tackle such a cross-sectoral issue • Organizational  knowledge of procedures is weak • Technical  the capacities of the actors and the know-how are insufficient

  3. Mainstreaming SLM Involves:  Demonstrating that SLM is relevant and contribute to national development goals and objectives  Creating understanding of the cost of land degradation and the benefits of SLM in national development  Getting commitment from the decision makers to take action (do something about the degradation of land /land resources) Mainstreaming is an important tool for resource mobilisation!

Approach and Methodology No standard approach to mainstreaming, but common elements, including 3 broad categories of tools: • Analytical tools: Identify stakeholders and develop the arguments (e.g. economic cost benefit analysis, analyse environment-economic development linkages, financial diagnostics and gap analysis, stakeholder analysis). • Consultative/participatory tools: Strengthen participation and partnerships and raise awareness (e.g. working groups, think tanks, expert group consultations, data banks). • Educational tools: Raise awareness and strengthen knowledge (e.g. guidelines, manuals, handbooks, awareness raising courses, media, education)

  5. Making the case through economic arguments • Generating evidence to support SLM policies and investments, by demonstrating their existing and potential contribution to national development and poverty reduction. • Show the economic impact of land degradation on GDP and the value of land resources

  6. Approach and Methodology • STEP 1: Identifying entry points, stakeholders and partners • STEP 2: Gathering and disseminating analytical inputs • STEP 3: Deploy a communication and coordination strategy

  7. Entry points SLM mainstreaming should take place at three levels - in order to provide a comprehensive governmental response • Policy level: national macro-economic policies, sector policies, government-donor policy dialogues • Institutional level: all stakeholders (civil society, private sector, business community, government, etc). Need effective communication and coordination, adequate institutional structure to manage the process • Programme/project level: implementation on the ground
