THE PROGRAMME • PRODES pays for sewage treatment, if operators accomplish proposed targets . • PRODES does not finance construction of civil works or equipments. It finances reductions of pollution loads discharged into water bodies.

THE PROGRAMME (cont.) • OBJECTIVES: • To recover the water quality of rivers and lakes • To induce modern water resources management instruments such as: - water charging - river basin committee and river basin agencies

THE PROGRAMME (cont) • ALLOWABLE UNDERTAKINGS - New sewage treatment plants - Enlargement, retrofitting and upgrades of existing sewage treatment plants - Special cases of sewers, which can reduce the present pollution loading in the water bodies

THE PROGRAMME (cont) • PRODES INDUCES IMPLEMENTATION OF WATER RESOURCES MANAGEMENT INSTRUMENTS CONDITIONS TO ACCESS THE PROGRAMME: - The proposal must be localized in a catchment, which has an established basin committee and it was regarded as priority by the committee. - Basin committee has been implementing water charging - Targets for reduction of pollution loading were approved by the committee -

THE PROGRAMME (cont). • PAYMENT FOR TREATED SEWAGE - The financial incentives, which are deposited in a special account, correspond to 50% of the capital costs, and which are paid each three months after plant start up, during 3 to 7 years - The funds can be drawn by the operators, after the completion of the plant and run according to the proposed targets.

THE PROGRAMME (cont). • THE PAYMENT FOR TREATED SEWAGE - THE DESIGNS ARE NOT ANALYSED BY ANA - THE AMMOUNT OF PAYMENT IS CALCULATED FROM A TABLE OF REFERENCES FOR CONSTRUCTION OF SEWAGE TREATMENT PLANTS PREVIOUSLY DEFINED

THE PROGRAMME (Cont) • THE ASSESSMENT • Realized each 3 months based on: - Assessment carried out by the operator himself - Assessment carried out by ANA to check management and operational results and accomplishment of targets.

THE PROGRAMME (Cont) • RELEASE OF THE FINANCIAL QUOTAS: - Targets and sustainability conditions are accomplished on the whole  quota is released - Targets and the sustainability conditions are partially accomplished  operator is reprimanded, but if it is the first reprehension, the quota is released - No accomplishment  operator loses the quota

PRODES IN 2001 • 105 biddings • 17 biddings were contracted– R$ 51.79.969,94 • 11 biddings were enabled – R$ 34.990.820,00 • The contracted biddings: - 8 in Capivari/Piracicaba/Jundiaí river basin (Paraná) - 3 in Iguaçu river basin (Paraná) - 1 in Tietê-Sorocaba river basin (Paraná) - 5 in Paraíba do Sul river basin(South Eastern)
