History of the Project: • End of 2006: NAPA intention to apply for participation in Twinning project • March 2008: Public discussion of the Twinning fiche with the main stakeholders (SPU, SCMU, Ministry of Education and Science of Ukraine, Ministry of economy of Ukraine) • End of 2008: Decision of France and Poland to work together on this project • February 2009: Expression of Interest presented in Kiev by France and Poland • March 2009: Twinning project awarded to the French-Polish consortium • March 2009 – August 2009: Drafting and signature of the Twinning Contract • 10 September 2009: Approval of the Twinning Contract by the EC • 12 October 2009: Arrival of the RTA in Ukraine: starting date for the implementation period • 9 October 2011: End of the implementation period • 9 December 2011: End of the Twinning contract

The Twinning Project in brief: • Component I: Improved MDCS and NAPA institutional capacity in civil service training through the development of a strategy concept on civil service training • Component II: Strenghtened organisation and management of NAPA and the RI, with a focus on the in-service training institute's ability to train high-level civil servants • Component III: Enhanced training capacity of NAPA and RI

  7. Main results expected • the improvement of the mechanisms of cooperation between major stakeholders of the civil servants training policy; • the development of an institutional strategy for NAPA and RIPA based on a functional review and SWOT analysis; • the development of communication and marketing plan for NAPA and RIPA and support to its initial implementation; • the preparation of training managers for the in-service professional training • the conduct of a training needs assessment (TNA) in 5 ministries and 4 regional administrations; • the design and implementation of four tailor-made professional courses based on TNA results in 9 pilot institutions to train 180 civil servants from central and regional state administrations.

  8. Methodology • missions of member-states experts; • regular meetings of working groups to elaborate recommendations that will be submitted to round tables for approval. Round tables at decision-marking level to assess the recommendations made by the working groups; • steering committees (one every 3 months) to approve the quarterly reports, assessing of the results obtained with regard to assigned objectives and benchmarks; • functional review and strategy development and improvement of online training offer.

  9. Political preconditions • an actual political support to conduct reforms ensuring the inter-institutional cooperation and the sustainability of project results • necessary administrative arrangements and adequate financial resources • a continued involvement and support of all public administration at central and local levels.

  10. A Challenging Project: • 24 months duration • 1,075 million euros financed by the EU • 124 missions of experts to Ukraine • 425 working/days • Numerous activities outside of Kyiv: • In the Regional Institutes of Dnipropetrovsk, Lviv, Kharkiv and Odessa • In France (study visit) • Experts coming mainly coming from France and Poland, as well as other EU member states, allowing for a presentation of best practices in EU countries (Spain, Latvia, Germany, ...)
