  4. Guidance on utility contracts • Establish reasonably low cost • Long term stable rates • Very dependable service • While economics are considered in decisions, non tangible factors come into play • A good neighbor • Steward of the environment • Obligations to shareholders

  5. Benefit Cost Tests • Looks beyond rates • Beyond system benefits • Goals of the program must first be established • Address the barriers present • Are air and water quality an adjustment now, or will they become a driver if left unaddressed?
