Background • Estonia has been a quick to implement electronic services (examples include e-banking and m-parking) • In 2010, a group of financial and IT firms formed a workgroup at the Association of Information Technology and Telecommunication (ITL) to discuss the possibility of a nationwide e-receipt system • It was concluded that there is a need for a central organization for enabling firms to develop and market e-services

Objectives The foundation has four main objectives • To stimulate the development and availability of e-services • To prepare and manage the infrastructure for the development and management of e-services • To ease access to data sources neccessary for the development of e-services • To co-operate with private and public sector actors to promote the advancement of an effective digital society in Estonia

Roadmap of the foundation • 2011 Q3 – launch of e-receipt pilot projects • 2012 Q3 – wider integration of e-receipt • 2012 Q4 – launch of Business X-Road platform for the development of e-services based on or using national data banks • 2013 Q2 – wide availability of e-services such as eNotary, eSealedLetter, eContract etc. • From 2013 Q2 – harmonized export of successful services to other EU countries

E-receipt: business case • The concept of e-services has been well-proven in the public sector in Estonia • Based on a 2010 study by the e-receipt workgroup, there is a significant demand with a willingness to pay for electronic receipts system • There are competence and experience to meet the demand • The national infrastructure supports a widescale electronic economy
