East-West Management Institute (EWMI) EWMI is a US international non-profit organization founded in 1988, its head office in New York, USA EWMI’s Mission: • Promote respect for human rights • Support local nongovernmental organizations by providing training, advocacy and national and international networking opportunities. • Provide advice and technical services in legal and regulatory reform, rule of law • Strengthen the Cambodian justice sector

Program on Rights and Justice (PRAJ) Funded by USAID; 5-year grant, contingent upon the availability of funds PRAJ Goal Improve the development and enforcement of human rights and rule of law in Cambodia through an active Human Rights movement PRAJ Strategy 4 Integrated Components • Grant making • Technical assistance • Legal education and training, and • Biodiversity protection and grassroots advocacy and fact-based dialogue supporting land and natural resource rights

  5. PRAJ II Partner • EWMI continues working as a partner with The Asia Foundation (TAF) • TAF will administer most or all of the “human rights” related grants • EWMI will remain responsible for managing the legal aid related grant portfolio.

  6. TODAY’S OBJECTIVES • Introduce and discuss the RFA PRAJ II objectives, criteria and how this fits with PRAJ’s goal • Outline and clarify the grants selection process • Introduce and discuss PRAJ proposal guidelines and proposal template on how to write a good proposal

Proposal reviewed process • Grant applications will be short-listed in line with the criteria outlined. • Short-listed applications will be considered by a Grant Review Committee (GRC) consisting of specialist staff from TAF, EWMI-PRAJ and USAID. • The Committee will meet in early August 2010 and select proposals on a competitive basis. • All applicants will be informed about the outcome of this assessment process by late-October 2010 All proposals need USAID approval

Priority Areas Strong preference for projects that support • Advocacy and fact-based dialogue supporting land and livelihood rights • Protection of core civil and political rights, such as freedom of assembly and freedom of speech, - including collection and sharing data bearing on the exercise of such rights - including provision of legal representation individuals and communities involved in land rights-related cases and persons accused of criminal offenses associated with the exercise of human rights (freedom of expression/speech) (3) Court monitoring programs that build on or enhance current monitoring of judicial performance in criminal proceedings. (4) Providing legal representation to the indigent and to juveniles involved in criminal cases. NOTE:Submitted proposals could cover multiple categories and RFA Grants under: - Sections (1), (2), and (3) may be provided for a period of 1 to 3 years - Section (4) may be provided for a period of 1 year at this time

Requirements for Applying • Provide support to Civil Society Organizations (CSOs) • worked effectively in the past to improve rights and justice in Cambodia, and have well-formed plans to continue doing so • sufficient evidence establishes that the organization’s directors have adequate prior experience and the CSO is filling a niche that has been underserved in the past • worked as NGO coalitions, working groups, networks, and associations to share data and other resources across networks and/or alliances • meet all Cambodian regulatory requirements • Develop and strengthen control and management of the own organizations

Requirements for Applying (Con’t) To be eligible for grant funding an organization must have • worked effectively in the past to improve rights and justice in Cambodia, and have well-formed plans to continue doing so; • had a measurable effect on the development and enforcement of human rights and rule of law in Cambodia • improved the daily lives of the communities in which the CSOs work. • a reputation for integrity and independence; • demonstrated its qualified staff.

  11. Preferences May be given to organizations that 1) have achieved or are working toward the Cooperation Committee for Cambodia’s Good Practice Project certification, and 2) can show they meet all Cambodian regulatory requirements (including the payment of payroll taxes)

CSOs are especially welcomed to seek support for projects that: • build on existing projects that have been effective; • provide legal representation in rural areas in a manner to promote the sharing of legal aid resources across organizations and/or use non-lawyer legal professionals • help establish or strengthen community networks; • engage with women, children and disadvantaged communities, including indigenous and other grassroots communities • generate, collect and/or share data and documentation that may support fact-based dialogue on issues related to the exercise of property and other basic rights (including research and media reports) • create opportunities for cooperation between CSOs and government (fact-based dialogue and policy development and implementation) • promote social understanding and valuation of the rule of law and the protection of human rights

  13. Suggested Objectives for your Organization to Improve/Develop • Good by-laws, statute, charter, or other constitutional document of your organization are in place • An active Governing Board is trained and developed • A relevant and appropriate Strategic Plan is developed and implemented • Internal policies and financial procedures are in place and followed • Strong financial management systems and controls are in place • Last annual Financial report or similar document • Show they met all regulatory requirements (including payment of payroll taxes) • NGO Good Practice Program Certificate

  14. More suggestions for organizational development objectives • Organizational registration or updated registration at the MOI • Good case management practices are followed • Good human resource practices are followed (staff supervision, performance appraisals) • Authority and responsibility are delegated • Good documentation, monitoring and evaluation practices are implemented • Management and finance staff are trained and mentored

  15. Grant funding for relevant capacity building Supplementary grant funds to strengthen their capacity in such fields as governance, management, monitoring and evaluation, financial administration, project administration, advocacy skill-building and financial sustainability Note:Considering capacity building related to proposed project implementation

  16. Demonstrate Sustainability Describe how you will: • Sustain activities and/or how effects will be maintained over time • Cooperate and link with others • Through showing a commitment to your organizational development and relevance

  17. Proposal Requirements All applications must use the correct PRAJ II Application Forms and follow the instructions These are available today Also available from EWMI office Can be downloaded from www.ewmi-praj.org

  18. What to submit? • Proposals are typed in English (12-point font for English) • The original proposal and 3 copies, including all forms, must be signed by the authorizing officials at your organization • Submit an electronic copy on disk or CD using Word, Excel format • Faxed proposals will not be accepted

  19. Due Date • 17:30 on July 9, 2010 • At EWMI office • Late proposals will not be reviewed • Note: Grant awards are contingent upon the availability of USAID funding.
