Purposes of Act 2015-309 • Salaries affected by this Act have not been changed statutorily in 46 years • The previous statute provided that salaries not exceed the following amounts: • Governor’s cabinet and appointed department heads - $35,000.00 • Appointed assistant department heads and assistant cabinet members - $30,000.00 • Staff in the Office of the Governor - $25,000.00 • Cost of Living Adjustments (COLAs) have been used over time to adjust the caps, but the salaries have remained unreasonably low • Most cabinet members subject to the cap earn 65-76% of what their peers earn nationwide • Act 2015-309 directs the State Personnel Board to set appropriate pay ranges for the compensation of the Governor’s cabinet and appointed department heads, appointed assistant department heads and assistant cabinet members, and staff in the Office of the Governor. Benefits of Pay Ranges No “One size fits all” solution Transparency Pay ranges make interagency pay agreements unnecessary Directors and Commissioners will no longer be “Acting,” as they will now be on their agency’s payroll Pay ranges will allow for a standard compensation system based on roles and functions • Pay ranges allow the Governor greater flexibility when setting salaries instead of being bound by an unreasonably low cap • The Governor may set salaries anywhere within a pay range; each pay range has multiple steps • The Governor can consider prior experience, education, and responsibilities when choosing an appropriate step within the determined pay range Act 2015-309

  4. Three Levels of Pay Ranges The State Personnel Board suggests three levels of pay ranges based on the language provided in the Code of Alabama. Each pay range will have several subgroups: • Appointed Department Heads and Governor’s Cabinet • Subgroups: A, B, C, and D • Appointed Assistant Department Heads and Governor’s Assistant Cabinet • Subgroups: A, B, and C • Executives in the Governor’s Office • Subgroups: A,B,C,D,E, and F Act 2015-309
