This training program was developed to provide all Acquisition • Professionals with a better understanding of the • Javits-Wagner-O’Day (JWOD) Program, as it relates to: • Basic Program Information • Operations • Process • Best Practice This Program was designed for Contract Specialist and Government Purchase Card holders.

  3. Introduction The Javits-Wagner-O’Day (JWOD) Program is a public – private partnership. The JWOD Program is administered by the Committee for Purchase From People Who Are Blind or Severely Disabled, an independent Federal agency. The Committee is composed of 15 members, all appointed by the President. The Committee has designated two national nonprofit organizations to assist in the operation of the JWOD Program. These are National Industries for the Blind (NIB) and NISH (serving people with a wide range of disabilities.)

  4. Introduction With over 14 million Americans with severe disabilities, and an unemployment rate of seventy (70) percent for people with SEVERE disabilities. The JWOD Program helps people with disabilities who are unable to obtain or maintain employment on their own.

  5. Introduction • As an acquisition professional, your buying actions can: • Provide jobs for these individuals, • Save taxpayers money, and • Ensure quality supplies and services

Introduction • Also, buying products and services furnished by nonprofit agencies employing such individuals make sense from a business, legal and environmental standpoint. • From a business standpoint, the JWOD Program is a best value source, and enables you to meet your customers’ needs with quality supplies and services, delivered on-time, and at reasonable prices.

Introduction • From a legal standpoint, JWOD is a public law that requires Federal agencies to buy certain supplies and services furnished by nonprofit agencies participating in the JWOD Program … as covered by FAR Part 8.7. • From an environmental standpoint, JWOD products help you meet the recycled content requirements of Executive Order 13101 on “Greening the Government,” while the JWOD Program offers recycling and repair services.

  8. Summary The Javits-Wagner-O’Day (JWOD) Program is a public-private partnership with National Industries for the Blind (NIB) and NISH (serving people with a wide range of disabilities.) The program helps people with disabilities who are unable to obtain or maintain employment on their own. The JWOD Act is a public law that requires Federal agencies to buy certain products and services furnished by nonprofit agencies participating in the JWOD Program (see FAR 8.0, Subpart 8.7).
