Great Britain + USA did not agree on cruiser limits • Revision to the capital of ships • Ratio of USA 5:5:3 • Ratio of UK 5:5:3 • Ratio of Japan 10:10:7 • Italy + France refused to participate • Sizes and numbers of cruisers, destroyers and submarines shrunk • Submarines weren’t allowed to sink ships unless all passengers had been brought to safety • Remained in effect until 1936 Agreement

The success of the London treaty was partly due to the great depression backdrop, governments were looking for ways to cut expenditures in the face of falling tax revenues and armaments were very expensive to maintain. • Because all the countries were in economic hardship, they could all agree to cut down on their armaments without worrying about being left vulnerable Further Information
