SBCTC Policy Manual - Chapter 4 Advisory Committees for Professional–Technical Programs • Each college is required to have an industry advisory committee for each professional-technical program. • Each college is required to develop and publish advisory committee procedures which describe implementation of advisory committee policy elements.

  3. What is an Advisory Committee? • Volunteers who meet regularly as a group, on a long-term basis, to provide advice and/or support to an institution or program

  4. What is the Purpose of an Advisory Committee? • To promote collaboration between educational programs, business, industry, and labor in preparing individuals to enter and succeed in their chosen careers • To assist the educational delivery system in responding to the needs of a constantly changing labor market

  5. Advisory Committees… • Serve as advisors • Provide advocacy • Provide curriculum recommendations • Provide support for quality professional-technical education programs • Advisory committees do not have administrative or legislative authority

  6. Procedure Components Meetings • Minimum of two meeting each year • A quorum should be defined (in the absence of a formal policy, 51 percent is acceptable).

  7. Procedure Components Membership • Equal number of employees and employers, representing local business, labor, and industry • If the occupation is apprenticeable, and a local JATC* is active in the area, at least one labor and one management member of the JATC must be invited to participate. (*Joint Apprenticeship and Training Committee)

  8. Procedure Components Membership • Formally appointed by the college in writing for a specific term (i.e., one, two, or three years) • Recommended minimum of five members • Strive for representation of gender and cultural diversity

  9. Procedure Components Membership • Committee chairs are elected from the lay members. Faculty are not to serve in this capacity. • Members not attending at least 50 percent of the scheduled meetings should be replaced in order to maintain a viable committee.

  10. Committee Training College procedures should define training process for all advisory committee members, prior to serving as voting members, including information on Washington Ethics Law, as it pertains to their involvement with the college. “Ethics in Public Service” http://www.wa.gov/ethics/chapter42.html

  11. Committee Functions Committees can advise in areas of: • Curriculum • Facilities and equipment budget • Instructional quality • Instruction delivery • Student employment

  12. Committee Functions Curriculum • Review labor market information • Is the occupational program area in demand? • Are there adequate employment opportunities upon program completion?

  13. Committee Functions Curriculum • Advise on industry standards • What are the industry standards or certification requirements? • Assist in the development of skill standards where appropriate

  14. Committee Functions Curriculum • Review program content and courses • Are there changes in market conditions that affect the program? • What are the new technologies being used within the industry? • What are the employment needs?

  15. Committee Functions Curriculum • Advise on: • Balance of theory, technical skill development, production work, and/or realistic enterprise tasks to be accomplished by the students to ensure effective use of instruction time

  16. Committee Functions Curriculum • Review appropriate • Instructional materials • Computer software • Technical materials • Trade publications

  17. Committee Functions Curriculum • Assist with special events that benefit both college and students • Manufacturing demonstrations • Product seminars • College/program open house

  18. Committee Functions Facilities and Equipment Budget • Advise the college on the adequacy of: • Physical facilities • Conditions of equipment • Prepare recommendations for needed change

  19. Committee Functions Facilities and Equipment Budget • Assist with: • Obtaining instructional equipment • Review of annual equipment and supplies request • Recommendations and development of bid or purchase requests • Development of construction or remodeling plans

  20. Committee Functions Instructional Quality • Advise in development of qualifications for hiring of instructors • Serve on interview panels as appropriate

  21. Committee Functions Instructional Quality • Advise in development of evaluation instruments and procedures that may assist in determining the effectiveness of the instructional program • Conduct outcomes assessments • Recommend appropriate changes

  22. Committee Functions Instructional Quality • Recommend procedures for development, implementation, and evaluation of work-based learning experiences • Conduct outcomes assessments • Recommend appropriate changes

  23. Committee Functions Instructional Quality • Recommend practices: • To provide a safe instructional environment • To instill safe work attitudes and habits in students • Recommend strategies to enable faculty to maintain instructional, industry, and state-of-the-art proficiency

  24. Committee Functions Instructional Quality • Recommend standards and minimum academic qualifications for student enrollment into programs • Advise administration regarding program continuation and/or modification, as determined by a review of outcomes

  25. Committee Functions Instructional Delivery • Review national and state directives and initiatives and determine their impact on local programs • Make recommendations on how to incorporate required changes • Assist college in securing qualified substitute instructors

  26. Committee Functions Student Employment • Recommend way to assist students in obtaining internships and/or eventual employment • Assist in development of portable, transferable competencies, skills, and abilities expected of successful employees

  27. Realistic Enterprise If a job account or realistic enterprise is to be conducted, a procedural plan must be on file and should be jointly approved by the college and the advisory committee. The plan should describe, as a minimum: • Hours of operation • Goods and services to be produced or sold • What the charges, fees, and taxes will be for each • Who is eligible for services • What the time basis is

  28. So, what is an effective advisory committee? One that … • Understands the college and program mission • Develops a work plan including assigned tasks and timelines • Envisions the future • Supports one another
