Czech-Asian Forum - business, cultural and education exchange Prague / 2nd March 2009 Introduction Goal: Information on Provision of Technical Assistance by Ministry of Finance in area of Foreign Development Cooperation (TA-ZRS) • focused on cooperation with partner Ministry of Finance and relevant Governmental departmemts in developing and transitional countries: Transformation Financial and Economic Cooperation • realised and expected projects on transfer of know-how and experience related to a wide range of public finance issues: concepts and strategies; legal and institutional frameworks; practical approaches to policy implementation;

Czech-Asian Forum - business, cultural and education exchange Prague / 2nd March 2009 • TA/ZRS - implemented projects • in 2007 - 6 study visits (25 officers) of Ministries of Fïnance of Moldova (3visits), Turkey, Vietnam and China; • in 2008 - 4 study visits (28 officers) of Ministries of Finance of Moldova, Albania, Monte Negro and Serbia; • topics of TA: macroeconomic predictions, public budget financing, state debt and financial assets management, regulation and methodology of PPP projects, tax and customs issues, fiscal implications of social and health systems reform; international cooperation, European integration, etc. • partners: officers of local revenue authorities, Czech National Bank, Czech Statistical Office, Czech Social Security administration, etc.

Czech-Asian Forum - business, cultural and education exchange Prague / 2nd March 2009 2) Outlook TA/ZRS for 2009-2012 Expected topics: Public budgets and macroeconomic predictions, Public Finance Management (PFM), management of State financial liquidity and State budget; management of state financial assets, Public Internal Financial Control (PIFC) and Internal Audit, Public and Private Partnership projects (PPP), Protection of investments (threat of arbitration), international economic cooperation, international organizations, etc. Potential partner countries: Western Balkan; Eastern direction of the European Neighbourhood Policy (ENP); Central, East and South-East Asia, and where agreed - partners in other regions Forms of cooperation: Study visits, consultations, seminars and workshops, etc. – financially covered by the TA/ZRS project Financial amount in Mid-term outlook for 2011-2012: Eur 125 000/per year
