  6. meeting is mechanism to inform the contracting community of the upcoming SAS Superstructure and In Bay foundation contracts. meeting is a way to create a dialogue with contractors, especially on issues of concern. for example we heard at May 13, 2002 workshop, mobilization payment for an "over the water" job does allow an acceptable cash flow for primes. We effected a change to the Public Contract Code for jobs of $25 millionover water Why are we here?

  7. PowerPoint Meeting notes Handouts Tools

  8. no decisions to be made discussion only to take place speakers keep to their time dialogue to follow decorum in order to create an atmosphere of respect Ground Rules

  29. Caltrans recognizes that for very large projects the current bonding market has constraints Proposed legislation to reduce payment bond from 100% to 50%, possible bonding cap pursuing every opportunity Bonding

  30. waiver from buy America Wire

  31. ongoing Welding/Tolerance

  32. Caltrans recognizes importance of early approval currently developing specification language for partial payment for early approvals of Fabricator Shop Audits see handout, very very draft Steel Fabricator Certification

  33. main cable wire supplier can this project be fabricated domestically allow “alternative bid” process for Buy America, foreign source total bid (foreign steel) bid lower by 25% domestic total bid (domestic steel) bid temporary works Buy America

  34. PPWS Strand (includes production of wire rod) Tower Saddle (single cast upper portion of 175 tons) S-Wire cable wrapping Macalloy bars - 75 mm dia high strength A722 bars ( w2, bent and hinge) Buy America Waivers

  35. Temporary Structures on YBI

  36. Domestic fabrication of tower and box

  37. Two bolted splices added to tower from survey of US cranes Regions of allowable welded field splices identified on the plans Tower Erection

  38. we want to minimize field splices low bidder discretion allowed SAS Box Superstructure field splices

  39. Cert. Shop drawing review/approval begin fabrication cable erection Schedule

  40. considering milestone payment for shop drawing approval exploring ways to expedite Caltrans processes CT engineer in contractor’s engr. Office to work together Shop drawing review

  41. staged processing at Caltrans streamlining Caltrans decision-making process re shop drawing technical decisions Campus approach of CT office next to contractor’s office encourage partnership between Caltrans and Contractor Early meeting Shop drawing review

  42. Macalloy bars - 75 mm dia high strength A722 bars Swivel joint seal assembly Epoxy Asphalt Concrete (deck surface riding on steel box) Tower Saddle (single cast upper portion of 175 tons) S-Wire cable wrapping Suspension cable paint system (noxide paint) Sole Source Items

  43. distribution of cash flow over life of project if in United States see handout Payments for materials on site

  44. reduce risk to contractor in case of earthquake, new limit is 5% contract amount, cap at $20 million What if seismic event during construction?

  45. terrorism bidder inquiry see handout Bidders not liable for terrorism

  46. modified the TRO spec to provide for a max of 15% ( bid amount divide by number of working days bid) for progress payment purposes in lieu of standard 20%, see handout Caltrans will work with contractor on electronic submittal stipend to do engineering during bid Under Development

  47. thermal control plan adds flexibility ACI methods were created for very very large elements Mass Concrete

  48. Mixed message for industry Some want in on design of detour Others will not perform design South - South Detour

  49. well over 100 million discretize to ? west bound and east bound contracts west bound east bound frame (in water) ******* Oakland Touchdown
