SOFCIDS • JCIDS and SOFCIDS: • Capabilities Based Assessment (CBA) • Initial Capabilities Document (ICD) – Required capabilities, capability gaps, non-materiel and materiel solutions analysis • Doctrine, Organization, Training, Materiel, Leadership, Personnel and/or Facilities (DOTMLPF) Change Recommendation (DCR) – Non-materiel solutions to capability gaps identified in an approved ICD • Capability Development Document (CDD) – Outlines materiel for development to meet capability gap in approved ICD; KPPs and KSAs, DOTMLPF needed or developed capability, IOC and FOC • Capability Production Document (CPD) – Update to CDD prior to production phase of acquisition or define capabilities for COTS/GOTS solution to capability gaps in an approved ICD • SOFCIDS Unique: • 9-line Capability Validation Document or Delegated Authorities Capability Document – Abbreviated CDD or CPD; must be tied to SOCREB / Service / JROC approved ICD • Basis of Issue Adjustment Memorandum – Must be linked to approved CDD or CPD

SOFCIDS • Abbreviated Content is strongly encouraged • Extent of analysis will be commensurate with the complexity of the capability shortfall, its materiel or non-materiel solutions, and the urgency of the requirement • Use of lesson learned • Approved CMNS • National to Theater capabilities • Must address all associated Materiel, Manpower, and MILCON

SOCREB • Used to Approve USSOCOM Materiel, Manpower, and MILCON (associated with the capability) Requirements • VCDR USSOCOM – Approval Authority • Director, J8 – Validation • Director, J3 – Operational Certification • Director, J6 – C4 Interoperability Certification • Directory, J2 – Intelligence Supportability Certification • Director, J4 and J8-O – Weapons Safety Endorsement and Insensitive Munitions Certification • Directors HQ USSOCOM J-Staff, SORDAC, and SOFM provide SME input • J8-R – Gatekeeper • Special Operations Peculiar (SO-P)

SOCREB • SOCREB decision sets cost, performance, and schedule thresholds for SOF capabilities • Must resubmit to VCDR USSOCOM for review if cost, schedule, or performance triggers are crossed • Cost increase >25% for CDD, >10% CPD. 9-line, UDA, CMNS • Any increase in Manpower • MILCON cost increase >25% • IOC or FOC delay greater than 6 months • Failure to complete UDA or CMNS final delivery within 180 days • MILCON delay greater than 6 months in design, award, or completion; change in programmed FY • Change in IOC or FOC quantities • Any change or addition to KPP for CDD, CPD, or 9-line, KSA changes on case-by-case basis • Any changes or modifications to materiel approach for UDA or CMNS

Delegated Authorities • CDR USSOCOM delegates to Component Commanders the limited authority (Appendix G-like) to validate and approve • DACD • CDD • CPD • BOI establishment and adjustments • Component Commander can approve the documents: • Within their ability to resource • That are Component-specific • Which have no significant Joint or cross-Component effects • An approved capability gap, MNS, ICD exists • National to Theater (N2T) Transition

CMNS • Urgent Needs worked through either the Joint or Service processes (CJCSI 3470.01) • Joint: Joint Urgent Needs Statement (JUONS) / Joint Rapid Acquisition Cell (JRAC) • Service / USSOCOM: Combat Mission Needs Statement (CMNS), Operational Needs Statement (ONS), Urgent Needs Statements (UNS) • CMNS may be used: • SOF unit (deployed or in pre-deployment status) • Urgent and compelling capability gap on combat survivability deficiency (unacceptable force protection risk) or risk to operational success (mission failure) • Requesting unit submits CMNS to TSOC for support • TSOC submits Validated CMNS to appropriate Component for Endorsement • USSOCOM initiates CMNS Rapid Response Team (RRT)
