GTA ContractedTraining Support • Reduces military training staff requirements • Train troops, rather than staff the training • Provides on-call training support • Contractor can surge to support requirements • Contractor provides experience and expertise of Reserve or ex-military staffing • Contractor assumes planning and coordination requirements and burden

Training Services • Range Operations and Support: M9 pistol, M16 rifle, Gas Chamber, Land Navigation and other ranges. • Exercise Support: FTX, CPX, STAFFEX, Computer Battle Simulation • Special Subject Classes and Training • Combined Arms Rehearsals / “Rock Drills” • Other training support requirements tailored to customer requirements • Role Players

  11. Mission Contract Process • 1. Award IDIQ contract • 2. Customer submits Mission Task Order Request • 3. ACO give contractor Task Order requirements • 4. Contractor and customer scope/coordinate • 5. Contractor prices Task Order • 6. ACO and contractor negotiate D.O. price • 7. ACO awards fixed price D.O. • 8. D.O. performance by contractor • 9. Customer/Contractor AAR • 10. Performance validated and contractor paid

  12. Pricing • Mission pricing subject to negotiation • Subject to market conditions and staffing availability • Will exceed Service Contracts Act minimum wages • GTA personnel are subcontractors

  13. Considerations • Longer lead time provides better planning and coordination which allows better utilization of available expertise pool • Recommend minimum of 30 days lead time for DO issue • Recommend GTA staff be integrated with military planning teams • GTA is flexible and adaptable to customer requirements • GTA personnel have “ownership” in training soldiers
