    2. Training Objectives Educate employees on the mission and program management responsibilities of the EEO and Diversity Program at the Service Center. Provide updates to employees regarding Equal Employment Opportunity policies, procedures, and regulations.

    3. Training Objectives – Topic 1 Educate employees on the mission and program management responsibilities of the EEO and Diversity Program at the Service Center.

    4. Service Center EEO and Diversity Program The mission of the EEO and Diversity Office is to: Promote and advocate Equal Employment Opportunity/Affirmative Action (EEO/AA) and Diversity for all NNSA employees. Create an environment that embraces and values diversity and is devoid of discrimination. Plan, coordinate, and implement the EEO/AA and Diversity Program objectives and policies in accordance with DOE Headquarters; the Equal Employment Opportunity Commission (EEOC); and the Office of Personnel Management (OPM) guidelines. Provide quality customer service to NNSA management and employees with technical advice on all matters relating to the EEO/AA and Diversity Program.

Service Center EEO and Diversity Program EEO and Diversity Training DOE Order 411.B requires managers and supervisors complete 4 hours annually of EEO and Diversity training, and 3 hours are required for employees. Training is always available at the On-Line Learning Center (OLC) https://olc2.energy.gov/plateau/user/login.jsp . Once you log on, in the search string enter the words EEO and Diversity, a number of on-line courses you can take will appear for you to add to your learning program in OLC. The Service Center EEO and Diversity Program has a DVD/Video/CD/Audio/Book library of options, call 1-800-825-5256, enter 845-5517 at the prompt to request a list of offerings, or, review the current listing at: http://www.doeal.gov/eeo/videoLibt.aspx Special Emphasis Program educational events will count toward annual EEO and Diversity training requirements. The Service Center EEO and Diversity Program can assist you in researching and providing EEO and Diversity training to meet special requests.

Service Center EEO and Diversity Program Special Emphasis Programs The Special Emphasis Progams (SEP) within NNSA work to recognize, maximize, and promote the value of diversity of all NNSA employees and those associated within our local communities. Service Center EEO and Diversity Program Federal Financial Assistance Certification Program The EEO and Diversity Office monitors programs and activities receiving federal financial assistance. Why is this important? DOE is the single largest Federal supporter of basic research in the physical sciences in the United States. Certifying assurance of compliance pre-award forms. Partnering with DOE Office of Civil Rights and assisting with compliance reviews. Annual reporting requirements to DOE Office of Civil Rights, EEOC, and the Department of Justice.

Service Center EEO and Diversity Program Workforce Diversity Statistics The Equal Employment Opportunity Commission (EEOC) is charged with monitoring federal agency compliance with equal employment opportunity laws and procedures. EEOC is also responsible for reviewing and assessing the effect of agencies’ compliance with requirements to maintain continuing affirmative employment programs to promote equal employment opportunity and to identify and eliminate barriers to equality of employment opportunity.

    14. Service Center EEO and Diversity Program Workforce Diversity Statistics To comply with EEOC’s request for workforce information, all federal Agencies provide, on an annual basis, workforce diversity data.

    15. Service Center EEO and Diversity Program Workforce Diversity Statistics Based upon your voluntary inputs into the Employee Self-Service (ESS) data-base, the EEO and Diversity Office can provide up-to-date data about our rapidly changing NNSA workforce.

    16. Service Center EEO and Diversity Program Workforce Diversity Statistics Employees, supervisors and managers can use the data to plan for career development, matching workload to human resources, and attrition.

Career planning Look at the reports and possibly see what is on the horizon for potential future opportunities due to retirements and other separations. Recruitment opportunities due to separations can be planned for. Workplace communication When looking at the Age breakdown, ask yourself, is there an impact in my workplace related to the mix of generations in the workplace (traditionalists, boomers, generations X and Y, and millennial’s)?

    19. Service Center EEO and Diversity Program – What’s In It for Me? Is the information I enter into ESS confidential? The reports generated by EEO and Diversity have no names associated with the numerical data.

Service Center EEO and Diversity Program – Workforce Diversity Reports Workforce diversity reports include information on the number of employees in the various pay plans; males and females; average age; average length of federal service; education levels; race/ethnicity data; and veterans status.

To ensure your individual data is correct, please take the time to review and update your ESS information. Remember: Providing this information is voluntary.

    29. Training Objectives – Topic 2 Provide updates to employees regarding Equal Employment Opportunity policies, procedures, and regulations. Two laws have been placed into effect since the 2009 EEO Update Training, and are applicable to all federal employees. The Genetic Information Nondiscrimination Act of 2008 The Lilly Ledbetter Fair Pay Act.

    30. Updates to EEO laws The Genetic Information Nondiscrimination Act of 2008 (GINA), Effective -  November 21, 2009. This law makes it illegal to discriminate against employees or applicants because of genetic information. Genetic information includes information about an individual's genetic tests and the genetic tests of an individual's family members, as well as information about any disease, disorder or condition of an individual's family members (i.e. an individual's family medical history). The law also makes it illegal to retaliate against a person because the person complained about discrimination, filed a charge of discrimination, or participated in an employment discrimination investigation or lawsuit.     31. Updates to EEO laws Lilly Ledbetter Fair Pay Act. Under the Act, an individual subjected to compensation discrimination under Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, or the Americans with Disabilities Act of 1990 may file a charge within 45 days.  The factors to consider as to whether a complaint is timely are: When a discriminatory compensation decision or other discriminatory practice affecting compensation is adopted; When the individual becomes subject to a discriminatory compensation decision or other discriminatory practice affecting compensation; or When the individual's compensation is affected by the application of a discriminatory compensation decision or other discriminatory practice, including each time the individual receives compensation that is based in whole or part on such compensation decision or other practice.
